초록

경제성장을 설명하는 추정방정식에는 항상 종속변수의 시차변수(lagged dependent variable)가 설명 변수의 하나로 포함되는 문제가 발생한다. 따라서 기존의 패널분석기법을 사용하여 경제성장을 설명하는 모형을 추정하는 경우에는 추정 편의가 발생하게 되는 약점이 있다. 본 논문은 기존 연구와 차별되는 GMM-차분 추정방법을 사용한 동태적 패널모형을 이용하여 국가간 여성의 경제활동참가, 성장과 불평등과의 관계에 관한 실증분석모형을 추정하였다. 동태적 패널모형의 분석결과 여성의 경제활동참가가 경제성장에 직접적으로 미치는 영향은 통계적인 유의성이 없었으나, 여성의 경제활동참가가 불평등을 감소시키는 것으로 나타났다. 또한 본 연구는 불평등의 감소는 경제성장을 촉진시키는 것으로 분석되었다. 즉 여성경제 활동 참여는 불평등의 해소를 통하여 경제성장에 긍정적인 영향을 간접적으로 미치는 것으로 분석되었다.;Taking as its basis Barro’s growth model, this paper carries out cross-country analysis on the effect of female labor force participation on economic growth and inequality by using the GMM-difference estimation technique of Arellano and Bond, which is based on a dynamic panel analysis. We find that when inequality index is taken into account as an explanatory variable in the economic growth regression, the effect of female labor force participation on economic growth is statistically insignificant while inequality affects growth negatively. On the other hand, the effect of female labor force participation on inequality is negative with strong statistical significance. This implies that inequality decreases as female labor force participation increases. In this sense, female labor force participation can indirectly affect growth positively through its impact on the decrease in inequality, which affects negatively economic growth.

본 논문은 최근 우리나라에서 중심이슈로 떠오르고 있는 양극화 및 분배문제와 관련하여 외환위기 전후(1996년, 2000년, 2003년) 불평등 실태를 소득원천별, 학력별, 연령별로 분석하고 이를 외국과 비교함으로써 정책적 함의를 얻고자 하였다. 분석결과에 의하면 먼저 모든 불평등지표가 외환위기 이후 최근까지 불평등이 지속적으로 증가하고 있음을 보여준다. 둘째, 이러한 불평등의 증가를 주도한 것은 임금소득인 것으로 나타났다. 이에 비해, 세금 및 사회보장기여금의 소득재분배효과도 개선되었지만, 전체 불평등도 개선에 미치는 효과는 여전히 매우 미미한 것으로 나타났다. 셋째, 학력별로 볼 때 최근의 불평등 증가에서는 학력간 소득격차의 효과가 커진 것으로 밝혀져 교육프레미엄 효과가 강화된 것으로 나타났다. 또한, 연령별 불평등 분석 결과에 의하면, 우리나라의 경우 60세 이상 연령집단 내 불평등이 유럽 국가들에 비해 상대적으로 매우 높게 나타났다. 이러한 결과는 분배문제에 대한 국가적 차원의 좀 더 큰 관심과 배려가 필요하다는데 대해 하나의 근거자료가 될 수 있을 것으로 보인다. 좀 더 구체적으로, 세금 및 사회보장기여금을 통한 소득재분배 기능의 강화가 필요하며, 공적이전소득 즉 사회복지제도를 체계화하고 확대할 필요가 있다. 둘째, 우리나라의 경우 공적이 전소득이 가처분소득에서 차지하는 비율이 외국에 비해 크게 낮으며, 특히 노동능력이 떨어지는 노인계층 내에서의 소득불평등이 매우 크게 나타나고 있다는 점에서 노후소득보장체계에 대한 보완대책이 필요할 것으로 보인다. 마지막으로, 최근의 소득불평등 증가를 주도하고 있는 요인이 임금소득 불평등이라는 점에서 비정규직 보호와 차별금지 제도의 강화 등을 통해 시장소득의 불평등을 완화해 주는 제도적 장치 또한 강화될 필요가 있다.;The purpose of this paper is to get some policy implication by comparing the analysis of the actual conditions of inequality by income sources, schooling and age about the time of foreign currency crisis (1996, 2000, 2003) to foreign countries regarding the polarization and distribution problem as hot issues emerging in Korea. According to the result of analysis, first, all indicators of inequality continue to deteriorate from foreign currency crisis up to now. Second, what leads to this deterioration is wages. Tax and social security contribution has little effect on the improvement of total degree of inequality, though bettering income redistribution a little bit. Third, the aggravation of inequality coming from increase of income gap by schooling shows us that schooling effect getting important more and more. The result of inequality analysis by age tells us that the inequality among people over 60 is worse relatively than European countries. These results mean that government must intervene more to improve distribution problem. Concretely saying, we need to reinforce the function of income redistribution using tax and social security contribution and systematize and expand social welfare institution, which is public transfer income. The percentage of public transfer income out of a disposable income in Korea is much smaller than foreign countries, and especially high income inequality among the old who have low working ability needs us to make up for income security system for the old. Finally increasing income inequality at present by wage inequality suggests that we need to protect irregular workers and strengthen the regulation of discrimination prevention in order to make better the inequality of market income.
