A large population of Korean baby boomers has begun in 2010 to retire from the labor force. The social and economic response for the impacts due to retirement, through the community participation after retirement, has been required to prepare the vibrant and healthy old age at the national level. In Japan, the Ministry of Health and Welfare supports community involvement programs to induce employment or volunteer work among retirees. For retirees who want leisure or volunteer work, Japan has implemented such programs as Seniors’ Club, which allows easy access to community-based social participation, and local Silver Centers which support retirees who want to continue working. Through Japan’s social involvement policy, we learned that a unified management channel is conducive to reducing leakage and duplication in support. After retirement for the baby-boom generation, in order to participate by selecting in the program smoothly and any time, it is necessary for the Korean government to build more efficient and systematic support programs for the social participation of retirees, as well as a unified support policies channel.

Since the inception of the Long Term Care Insurance in 2008, issues such as providing adequate levels of long-term care services, improving the quality of the services, and promoting user advocacy have attracted considerable interests from the academia as well as practitioners in the field. However, the current policy measures are not sufficient enough to meet these objectives. The purpose of this study is to compare the systems and operations of public advocacy of the two countries for the elderly in need of long-term care. In terms of the systems, we looked into the major institutions, functions and roles of public advocacy with particular reference to the related laws and policies, and in terms of the operations, we cross-examined advocacy activities carried out by various groups in each country. Japan has well-established laws and policies with regard to public advocacy for the elderly in need of long term care, and different groups are working on building up their own advocacy systems, which has significant implications for Korea's advocacy system. In Japan, even before the inception of the long-term care insurance, various types of advocacy efforts had been undertaken by local governments, and a number of ombudsman activities had been carried out in the private sector. There are now many advocacy groups involved in a variety of advocacy programs in Japan. If Korea follows suit, there will emerge various advocacy groups engaged in a variety of advocacy activities. In this respect, Korea needs to establish an advocacy system that can meet different levels of demands from the elderly on a long-term basis rather than carry out short-term project based activities. This study provides essential data to be used in establishing an advocacy system for the elderly in need of long term care in Korea.

The aim of this paper is to explore the feasibility of a basic income for Korea and Japan. To achieve this, the authors surveyed on the perception of 6 Korean researchers and 4 Japanese researchers by using AHP (Analytic Hierarchy Process). We identified the difference of respondents’ perceived weight among the each elements and alternatives in the research model. The Korean researchers were found to view national political regime as the most important base for a basic income protection system. In particular, they supported collectivist-redistributionist policy. They also preferred a higher tax on interest, dividend, stocks etc, and thought that redistributive benefits should be provided in an amount equal to the minimum cost of living for all Korean residents. The Japanese researchers thought the determination of eligibility and the benefit level to be the most important element. The common factors running through both countries include residence-based universal entitlement and benefits equivalent to the national minimum cost of living. Based on these and other findings, the authors in this study discussed suggestions and policy implications for the development of basic income protection.

(PIT: Point in Time Count)와 HMIS(Homeless Management Information System)를 통한 모니터링 정보 체계화, 일본의 일제조사와 표본설문조사의 결합방식 등이 소개되었다. It requires exact data to establish an effective homeless support system. This study aims to explore a way to establish a monitoring system that can provide these data to help identify the number of the homeless and its trends as precisely as possible. According to data from the Ministry of Health and Welfare, there are approximately 5,000 or less homeless people in Korea, but the count resulted from their unsystematic monitoring is not correct. It is pointed out that there are methodological weaknesses in homeless counting and enumeration in Korea. The Point In Time Count and the Homeless Management Information Systems in the US, Point In Time rough sleeper counts and the sample survey method in Japan are reviewed as foreign advanced cases. With these cases as a reference point, the study examines theoretical and practical issues of introducing a homeless monitoring system in Korea. It is suggested that the PIT counting method, annual homeless service data analysis, and the sample survey method should be combined and a formal report on the homeless monitoring should be published in Korea.

This paper empirically examines correlations between women’s employment, fertility and growth, using panel data of 9 East Asian countries, including Korea, China, Japan, Hong Kong, Malaysia, Indonesia, Thailand, the Philippines, and Singapore over the period of 1980-2008. With the cross-country panel data available from the World Bank on female labor force participation rates, total fertility rates, and economic growth rates in East Asian countries, we analyzed correlations between women’s employment, fertility and growth by estimating impulse response functions and variance decomposition, using the panel structural VAR model with imposed long-run restrictions. The results of the empirical panel analysis show that the impact of the other two variables on the target variable is about 6-11%, which is smaller than the 20-40% range obtained from the time series analysis conducted on the variables in each individual country. The study shows that the endogenous correlations among women’s employment, fertility and growth across 9 East Asian countries exist; however, the degree is much smaller as compared to the correlations of these variables in each country. This is because immigrant workforce, especially that of women, still has a meagre presence in the region’s entire workforce, thus having a negligent impact on the women’s employment, fertility and growth in the region. Unlike EU member countries, countries in the East Asia haven't been able to coordinate their economic policies, and workforce mobility is very low due to the lack of legal instruments that promote such mobility.
