Abstract

초록

이 연구는 두 가지 연구문제를 갖고 있다. 첫째, 실업기간이 연장되면서 실업가구의 사회복지서비스에 대한 욕구가 변화하는가? 둘째, 실업가구의 사회복지서비스에 대한 욕구에 영향을 미치는 요인은 무엇인가? 그 결과, 생활비에 대한 잠재적 욕구는 실업기간과 상관없이 일정했으나, 의료비와 자녀교육비에 대한 잠재적 욕구는 증가하였다. 더욱이 상담에 대한 잠재적 욕구는 실업기간이 길어지면서 급속히 증가했다. 긴급식품권, 긴급의료비, 자녀학비지원에 대한 표현적 욕구는 실업기간이 길어지면서 줄어들었다. 또한, 구직관련서비스에 대한 표현적 욕구도 구직에 대한 희망을 잃으면서 줄어들었다. 따라서 실업기간이 길어지면서 실업자들은 희망을 포기하게 되고, 그 결과 정서적 지지를 더 요구하는 경향을 보였다. 또한 실업가구의 사회복지서비스에 영향을 미치는 요인을 찾기 위해 다중회귀분석을 한 결과, 가구내 장애인가구원이 있는지 여부, 가구의 소득과 재산, 가구주의 취업상태, 실업가구원의 성별, 심리적 상태, 연령 등이 주요한 요인으로 나타났다. 따라서 정부가 실업가구에 사회복지서비스를 제공할 때, 가구의 구조, 소득, 재산과 가구주의 취업상태, 심리적 상태 등을 고려해야 할 것이다.;This study seeks answers to two research questions: Do social service needs of households with the unemployed change as the unemployment periods get prolonged? What factors influence the social service needs of households with unemployed members? To answer these questions, this study uses data from 『1998 Current Unemployment and Welfare Needs Survey』and 『1999 Case Survey of Life Changes and Welfare Needs of the Households with the unemployed』. The result shows that latent needs for living cost remains about the same, while latent needs for medical cost decreased and for educational cost for children increased. Moreover, latent needs for counseling increased rapidly as unemployment periods prolonged. Their expressive needs for emergency food stamps, emergency medical costs, tuition subsidy for children decreased as unemployment periods prolonged. And, expressive needs for job search services decreased as they lost their hopes for finding jobs. Therefore, as the unemployment periods get prolonged, the unemployed tend to give up their hope and need more emotional help. To answer the second research question, the study uses multiple regressions. The result shows that whether or not disabled members are in household, income and assets of household, employment status of household head, and gender, psychological status, and age of unemployed member were the important factors of social service needs of households with unemployed members. Therefore, when governments provide social services for households with unemployed members, structure, income, and assets of the household, and employment status and psychological state of the household head must be taken into account.
