노령층에게 세대 간 이전(intergenerational transfer)을 통해 무갹출연금을 지급하는 기초연금법이 상당한 정치적 난항을 거쳐 2014년 제정, 실행되고 있다. 기초연금 도입을 둘러싼 논쟁은 박근혜정부의 대선공약 이행이라는 정치적 프레임 내에서 주로 다뤄져왔다. 그러나 기초연금이 한국 노후소득보장 역사에서 연금개혁 방안 중 하나로 논의되어 왔던 역사적 배경과 기초노령연금 등 제도적 유산을 이해하지 못한다면, 박근혜정부의 기초연금 도입을 제대로 평가하기는 어렵다. 그러므로 본 연구는 2014년 박근혜정부 기초연금 도입을 평가하기 위해 박근혜정부에서 진행된 기초연금 논의뿐만 아니라 한국연금의 역사적 맥락에서 기초연금이 논의된 배경까지 포함하여 다루고자 하였다. 특히 본 연구는 한국의 연금역사에서 기초연금 논의 배경 및 도입 과정을 일관되게 관통하며 연결하는 핵심 논리가 세대 간 이전의 공평성(equity of intergenerational transfer)이라고 보고, 이를 기준으로 기초연금 도입의 전(前)역사와 기초연금 도입을 평가했다. 이를 통해 기초연금 도입과정에서 주요 쟁점이 되었던 국민연금과의 연계가 세대 간 이전의 공평성과 제도의 경로의존성을 통해 설명될 수 있음을 밝혔다. 그러나 정치적 절충을 통해 도입된 현 기초연금은 세대 간 이전의 공평성 측면에서 불완전한 제도이다.;The Basic Pensions Act, which provides non-contributory pensions to aged Koreans, was established in 2014 and has been implemented since then after considerable political challenges. The controversy over the introduction of the Basic Pensions Act has been dealt with restrictively at a level of fulfillment of the presidential election pledge of the Park GeunHye Government. However, it was in 1997 when the National Pension Improvement Planning Committee was founded that the basic pension began to be earnestly discussed as one of the pension reform plans in the age-old income security system in Korea. Especially, it is difficult to evaluate the basic pension of the Park GeunHye Government to the exclusion of the introductory history of the Basic Old-Age Pension which is fairly said to be the forerunner of the basic pension. Therefore, this study dealt with the basic pension in Korea including not only the discussions on the basic pension which began to form from the Park GeunHye Government but also the background of the discussion on the basic pension from the historical context of the Korean pension. Furthermore, this study considered the logical framework, which consistently penetrates and connects the process of the basic pension discussion & introduction in the Korean pension history, to be the very equity of intergenerational transfer, on the basis of which this study evaluated the pre-history of the basic pension introduction and the introduced basic pension.

과거 두 차례에 걸쳐 추진된 국민연금 개혁으로 국민연금의 노후소득보장 효과가 크게 축소됨에 따라 적절한 노후소득보장을 위한 다층소득보장체계 구축의 중요성이 강조되고 있다. 이러한 측면에서 본 연구는 최근 정부가 발표한 사적연금 활성화 대책에 기초하여 국민연금과 퇴직연금의 노후소득보장 효과를 경험적으로 분석하고자 하였다. 1952~1984년생 코호트를 대상으로 한 분석 결과는 국민연금과 퇴직연금 수급률에서 관측되는 출생코호트별 변이가 매우 크게 나타남을 보여 주고 있다. 초기 출생코호트의 경우 퇴직연금의 역할이 매우 제한적인 동시에 국민연금 수급권을 획득하지 못한 개인들의 비중 또한 상당한 수준으로 나타나고 있다. 반면, 최근의 출생코호트로 진행될수록 국민연금과 퇴직연금을 동시적으로 수급하는 개인들의 비중이 크게 높아지는 동시에 국민연금의 사각지대 또한 크게 축소되는 것으로 전망되고 있다. 공·사적 연금의 수급률분석과 마찬가지로 소득대체율에서 관측되는 출생코호트별 변이 또한 크게 나타나고 있는데, 특히 초기 출생코호트일수록 공·사적 연금을 통한 노후소득보장 효과가 낮은 것으로 분석되고 있다. 또한, 최근 출생코호트로 올수록 국민연금과 퇴직연금의 통합소득대체율이 증가하는 패턴이 관측되기는 하지만, 현재와 같은 조건하에서는 최근 출생코호트의 경우에도 국민연금과 퇴직연금을 통해 적정 소득대체율을 확보하기가 쉽지않다는 점에서 중고령 노동시장 활성화 등 추가적인 고려가 필요함을 시사하고 있다.;This study attempts to empirically analyze whether the current multi-pillar pension system can effectively compensate for the reduced role of the National Pension program and provide adequate old-age income protection in South Korea. This study finds that overall the role of corporate retirement pension remains very limited and that the proportion of persons not having the National Pension entitlement is significant for early birth cohorts. However, the data also indicate that, for recent birth cohorts, the proportion of dual pensioners increases significantly. Similar to the analysis of take-up rates, income replacement rates also significantly vary across birth cohorts. For early birth cohorts, the multi-pillar pension system is not effective due to the low level of the National Pension benefit and the low take-up of corporate retirement pension but, for recent birth cohorts, the public-private pension mix shows better performances. However, even for recent birth cohorts, the current multi-pillar pension system may not provide an adequate income replacement rate and therefore additional policy actions are needed to address adequate old-age income protection such as active labor-market policies for older workers.

본 연구에서는 1990년대 이후 18년간의 OECD 26개국 패널 데이터를 활용하여 출산율 고양에 효과적인 정책수단이 무엇인지 검증하였다. 이를 위하여 기존 연구들에서 다루어온 사회정책 외에 정부의 교육책임성을 주요 변수로 활용하였으며, 각 프로그램의 전달형태를 사회서비스와 현금으로 구분하였다. 분석기법으로는 제도 수준의 변수들이 모델이 투입될 때 발생할 수 있는 내생성의 문제를 통제하기 위해 전기 종속변수의 값을 도구변수로 활용하는 System-GMM을 활용하였다. 주요결과는 다음과 같다. 첫째, 의무교육기간, 정부의 공교육비지출비중 등 정부의 교육책임성이 클수록 출산율이 높아지는 것으로 나타났다. 둘째, 영유아보육(ECEC)은 출산율 고양에 항상 효과적이었으며, 사회적 속성을 통제한 상태에서는 육아휴직지원 역시 효과성을 보였다. 셋째, 노령지출은 출산율에 부적 영향을 미치는 것으로 드러났다. 이는 확정급여 형태의 연금제도 때문으로 추정된다. 넷째, 가족수당이나 주거지출, 여성경제활동참가율, 실업률은 출산율과 유의미한 영향을 드러내지 않았다. 이러한 분석결과는 출산 전후에 단기적으로 주어지는 현금 형태의 수당이나 지원금보다는 영유아 시기 및 청소년기까지의 장기적인 양육비용을 좌우하게 되는 보육과 교육서비스의 확대가 효과적일 것임을 시사한다.;This study analyzed what policy measures could be effective in raising fertility rates using 18 years of panel data on 26 OECD countries focusing on the government’s responsibility for education and social policies through the System-GMM estimation, which is used to correct bias caused by the problem of endogeneity. To capture the precise policy effect, each social policy program is added to the estimate model at the program level and each programs are interpreted by type of expenditure: cash or service. The results shows the government’s responsibility for education and ECEC program have statistically significant positive effect on fertility rate. The effect of cash benefits on maternity leave was also positive after controlling for social conditions. Old-age programs shows negative effect on fertility for presumed long-term effect of the defined benefit pension system. Finally, cash benefits for child-bearing or family allowance are not significant. In order to boost the low fertility rate, policy makers should consider social service programs including education and ECEC, which compensate child care cost in the long-term perspective rather than cash benefit programs whish compensate relatively short-term care cost.
