Abstract

초록

본 연구는 현재 하루 12시간 종일제 기준으로 보육료가 지원되고 있음에도 많은 영아가구가 보육서비스를 종일제보다 짧게 이용하고 있음에 주목하여, 영아가 있는 맞벌이 가구의 단시간 기관 이용 이유와 이러한 단시간 기관 이용에 영향을 미치는 요인을 살펴보았다. 분석 결과, 영아가 있는 맞벌이 가구가 기관을 반일제 이하로 단시간 이용할 경우 평균 하루 4시간 미만이나 한 주에 평균 약 5일에 걸쳐 꾸준한 형태로 이용하며,‘양육자의 양육부담 경감’과 ‘아이의 다양한 경험과 교육’이 영아의 단시간 기관 이용 시의 주요 이유인 것으로 나타났다. 또한, 주양육자가 비혈연인력인지 여부, 어머니의 근로시간, 기관 이용 시기에 대한 가치관, 아동의 연령이 영아가 있는 맞벌이 가구의 단시간 기관 이용에 영향을 미치는 요인인 것으로 나타났다. 즉, 가정 내 양육을 주된 양육형태로 하는 맞벌이 가구에서 주양육자가 비혈연 인력이 아닌 경우, 어머니의 근로시간이 짧을수록, 적절하다고 생각하는 기관 이용 시기가 빠를수록, 대상 영아의 연령이 많을수록 기관을 단시간 병행 이용하는 경향을 보였다. 본 연구에서는 복합적으로 존재하는 수요자의 보육 욕구를 고려한 다양한 서비스 개발이 필요하며, 그 일환으로 일률적인 종일제 형태를 탈피한 다양한 이용 시간별 보육서비스를 개발해야 함을 제안하였다.;The purpose of this study is to examine the reason why dual-income families with infants make more use of short-time child-care services (than use of full-day services) in spite that the child-care subsidy is provided based on 12-hour full-day service and what are the determining factors of short-time service using. Findings indicate that in case that dual-income family with infants uses both short-time child-care services and in-home care, using center-based child-care service is likely to be made 4 hours a day, 5 days a week steadily. And, ‘relieving child-rearing burden of primary caregiver’ and ‘pursuing various experience and education for children’ are turned out to be the reasons for using short-time center-based child-care service. Findings also prove that determinants of dual-income families’ using short-time child-care services are the type of primary caregiver, mothers’ working hour, the age they consider appropriate for infants to use the service, and the age of infants. In other words, dual-income families who especially care their infants primarily in home show tendency to use short-time center-based child-care services in significant relation with the determinants proven above. Based on the results of this study, further studies are needed in relation to center-based child care services in order to improve the quality of in-home care service and develop various kinds of child care service that suits parent’s need.
