초록

복지는 ‘공짜 점심’이라는 식의 주장은 복지라는 정책적 결정이 기회비용의 관점에서 정부의 재정건전성을 저해하고 경제성장에 있어서도 부정적이라는 것이다. 이 연구는 2010년도 우리나라의 ‘사회계정행렬’(social accounting matrix)의 작성과 ‘승수분해’ 및 ‘구조경로분석’을 통해 복지정책이 어떻게 국민경제 각 부문의 소득증가를 유발하고 또한 계층별 소득분배 개선에 영향을 미치는지를 보여준다. 첫째, 저소득 가계에 대한 정부의 직접이전지출은 소득불균형을 개선시키나, 생산의 관점에서 볼 때 기회비용을 수반한다고 할 수 있다. 둘째, 보건의료?사회복지 부문에 대한 외생적 주입이 창출하는 모든 기본 파급경로는 대부분 가계 소득으로 전달되기 이전에 요소간 부가가치의 분배를 통해 요소수요 (노동 및 자본)에 영향을 미치는 것으로 나타났으며, 이는 가계소득의 중요 수입원인 임금문제의 해결 없이 보건사회복지 부문에 대한 투자만으로는 분배 및 총량 측면 모두에서 가계소득의 개선이 어려울 것임을 의미한다. 셋째, 보건의료·사회복지 부문에의 투자가 다른 생산활동부문에 대한 투자에 비해 가계소득을 더 많이 증가시키는 것으로 나타났으며, 이들 부문에 대한 투자는 다른 경제활동부문에 비해 가계소득 재분배에도 긍정적인 영향을 미치는 것으로 분석되었다. 복지는 공짜 점심이 아니다. 우리가 관심을 두어야 하는 것은 복지지출이 소득불균형 해소에 제대로 기여하고 있는가 하는 점이다.;The argument that “social welfare is a free lunch” implies that welfare damages fiscal sustainability of government and hinders economic growth. Using a ‘social accounting matrix’ (SAM) associated with the fixed-price multiplier decomposition and structural path analysis, we figured out the effects of welfare policy on the income and redistribution. First, it is shown that the direct government transfer to the low-income households does improve income inequality, while the investment of same amount of money to the production activities produces more income. That is, in terms of production activities, there is an opportunity cost in transfers to the low-income households. Second, if the injection occurs in social welfare sectors as production activities, elementary paths originating with that activity would affect factor demand before the influence is transmitted to the households. This implies the importance of primary income associated with wage, when improving household income. Third, the investment on production sectors such as health and medical services and social welfare service increases more household income and, at the same time, improves income redistribution, relative to the investment on other production sectors. Social welfare is “not” a free lunch. We should focus our concern on whether the welfare expenditure contributes to the improvement of income inequality.
