초록

사회적 일자리 창출사업은 실직빈곤층을 위한 일자리 제공, 사회서비스공급확대를 통한 빈곤층의 지출절감, 사회서비스 시장형성을 통한 양질의 일자리 확충과 같은 다양한 가능성을 갖는다. 이에 본 연구에서는 현재 자활사업 내에서 실시되고 있는 사회적 일자리 사업에 대한 평가와 발전방향, 사회적 일자리의 사회적 기업으로의 발전방안 및 제도화 방안을 탐색하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 사회적 일자리 창출을 통해 지원해야 할 잠재집단의 규모는 약 65만 8천명, 이중 양질의 서비스를 공급할 수 있는 잠재집단의 규모는 약 47만명에 이르는 것으로 추정되었다. 둘째, 사회적 일자리 사업체에 대한 실태조사 결과 현재 사회적 일자리 사업을 단계적으로 통합·재구성할 필요가 있으며, 시장과 경쟁관계에 있는 사업에 대해서는 지원여부를 신중히 검토할 필요가 있는 것으로 나타났다. 셋째, 향후 사회적 일자리 창출정책은 자체적인 수익창출을 통해 적정한 임금을 보장하는 것이 관건임을 시사하였다. 넷째, 사회적 기업에 관한 법제화는 사회적 일자리 창출정책의 여건을 감안해서 결정해야하며, 특히 프로그램형 사업단을 사회적 기업으로 육성하는 정책과의 균형을 감안하여야 할 것으로 나타났다. 본 연구의 결과는 종합적인 관점에서 사회적 일자리 창출정책의 기본방향을 제공해 주며, 사회적 기업 제도화 방안에 관한 시사점을 안겨 줄 것으로 기대된다.;Social employment projects can contribute to reducing poverty among the unemployed poor, curbing the costs of the poor via expanding social services, and increasing decent employment by creating a social services market. The aim of this study looks into ways to reinforce and better evaluate social employment projects and to improve social enterprises. Some of the results of this study are as follows. First, the number of those in need of support from social employment projects is estimated to be 658 thousand, among which 470 thousand are thought to be able to create high-quality services. Second, as a result of a survey conducted on social enterprises, it is found that the current social employment projects should be integrated or reorganized over time in a stepwise fashion. Also, support for those in competition with the market should be based on prudent evaluation. Third, this study makes it clear that what matters most in social employment is whether they can create benefits and therefore provide the workers with appropriate income. Fourth, legislation regarding social enterprises should be based on the scale of social employment creation policies, taking into account the need to balance such policies with program-based project units. The results of this study will be useful for charting the basic direction of social employment creation policies, providing implications for future thoughts on ways to institutionalize social enterprises.
