이 연구는 한국의 사회통합 수준 진단 목적으로 사회통합 지수를 개발하고, 이에 더하여 서로 다른 가중치를 부여한 지수를 비교함으로써 사회통합 수준 측정에서 가중치 적용의 의미를 확인하고자 하였다. 이 연구에서는 전문가 조사를 활용하여 4개의 사회통합 하위 영역을 설정하고 각 영역을 대표할 수 있는 19개의 지표를 선정한 후, 영역별 지표별 가중치를 적용하여 사회통합 지수를 산출하였다. 2015년 기준 사회통합 지수를 살펴보면, 서베이 가중치 방식에서는 한국은 30개국 중 29위, 동일가중치 방식에서는 28위, 수리적 가중치 방식에서는 24위를 보였다. 이러한 사회통합 지수의 차이는 우리나라가 낮은 발전 수준을 보이는 사회적 포용 영역에 적용되는 높은 서베이 가중치의 영향, 그리고 상대적으로 양호한 수준을 보이는 노동소득분배율 및 교육성취도에 적용되는 높은 수리적 가중치의 영향 때문이었다. 본 연구를 통해서 주관성의 측면을 강조한 지수 구성의 의미와 당면한 사회현실을 반영한 지표 체계 구성의 필요성을 확인할 수 있었다.;This study aims to develop a social cohesion index by adopting different weighting methods in order to measure the level of social cohesion in Korea in comparison with other OECD countries from various angles. For this purpose, this study defined social cohesion in terms of four sub-dimensions and 19 indicators by using the Delphi method. We also adopted three different weights of dimensions and indicators: equal weight, statistical weight and survey-based weight. Measured against the social cohesion index developed in this study, Korea is ranked 28th with equal weighting, 24th with statistical weighting, and 29th with survey-based weighting among a total of 30 OECD countries in 2015. Higher survey-based weight of social inclusion and higher statistical weight of labour share and education attainment cause the differences across the weighting methods. This result implies needs for composite index reflecting subjectivity and for constructing an indicator set reflecting social circumstances in our times.

본 연구는 고혈압 이환율의 지역 간 변이수준을 파악하고 변이요인을 규명하여 지역별 맞춤형 고혈압 사업의 방향을 제기하기 위해 수행되었다. 이를 위해 지역사회건강조사 자료, 통계청 자료, 국민건강보험공단 자료를 수집하였다. 변이계수 EQ(Extremal Quotient)를 이용하여 고혈압 이환율의 변이수준을 파악한 결과 EQ가 2.0으로 나타나고 혈압 이환율의 지역 간 변이가 존재함을 알 수 있었다. 지리적 가중 회귀분석 기법을 이용하여 고혈압 이환율의 지역 간 변이요인을 규명한 결과 고혈압 이환율에 영향을 미치는 요인은 고위험 음주율, 중증도 이상 신체활동 실천율, 비만율, 스트레스 인지율로 나타났다. 지리적 가중 회귀모형에 따라 고혈압 이환율에 영향을 미치는 주요 변수로 구성된 총 230개의 지역별 회귀모형이 각각 산출되었으며, 이를 통해 지역별 맞춤형 고혈압 사업 계획을 수립할 수 있는 기초자료를 마련하였다. 본 연구를 기반으로 하여 당뇨병관리, 흡연, 음주 등 지역사회 건강증진 사업 등에 활용영역을 확대할 필요가 있다.;The purpose of this study was to investigate the level of regional hypertension prevalence and to suggest the direction of health promotion program for hypertension management which is customized by region. To achieve this, we collected data from community health survey, National Statistics Office and National Health Insurance Corporation. As the result of investigating the hypertension prevalence variation level by using the EQ(Extremal Quotient), the variation had occurred. The interregional variation factor of hypertension prevalence was investigated using the geographically weighted regression. The result was shown that the factors which affected the hypertension prevalence were high-risk drinking rate, practice rate of physical activity over moderate level, obesity rate and stress recognition rate. According to the geographically weighted regression, the total of 230 regional regression model composed of major variable which affected the hypertension prevalence was respectively calculated. And this made base-data to be able to customize the hypertension business by region. There are need to enlarge application field to national health promotion such as diabetes management, smoking, drinking and etc. based on this study.

본 연구는 기본소득의 제도화 전략과 대안에 대한 한국과 일본의 연구자들의 인식비교를 통해 각국단위에서의 기본소득 제도구성의 전략에 대한 시사점을 도출하는 데 연구목적을 두었다. 이를 위해 한국연구자 6명과 일본연구자 4명 총 10명을 대상으로 설문조사를 실시하였고, 사용된 분석기법은 AHP 이었다. AHP 분석결과, 한국의 기본소득연구자들은 기본소득도입을 위하여 복지집합주의 정책전략을 가장 중요하다고 인식하였고, 수급자격으로는 국내에 거주하는 모든 개인, 급부수준으로는 최저생계비 수준, 재원확보방안으로는 이자, 배당, 증권 및 부동산 양도차익 등에 대한 고율의 조세부과를 선호하는 것으로 나타났다. 이에 반해 일본 측 연구자들은 어떠한 급부자격과 급부수준을 결정할 수 있는가를 가장 중요하게 인식하는 것으로 나타났다. 구체적으로는 국내에 거주하는 모든 개인을 대상으로 최저생계비 수준의 소득지원을 선호하고 있었다. 그리고 양국 연구자들의 통합된 결과를 살펴볼 때는 기본소득의 무조건성 측면에서 국내에 거주하는 모든 개인을 대상으로, 충분성 측면에서는 최저생계비 수준의 소득지원이 중요하게 판단되고 있었다. 이러한 연구결과에 근거하여 각국의 기본소득 제도구성의 전략에 대한 제안과 정책적 함의가 논의되었다.;The aim of this paper is to explore the feasibility of a basic income for Korea and Japan. To achieve this, the authors surveyed on the perception of 6 Korean researchers and 4 Japanese researchers by using AHP (Analytic Hierarchy Process). We identified the difference of respondents’ perceived weight among the each elements and alternatives in the research model. The Korean researchers were found to view national political regime as the most important base for a basic income protection system. In particular, they supported collectivist-redistributionist policy. They also preferred a higher tax on interest, dividend, stocks etc, and thought that redistributive benefits should be provided in an amount equal to the minimum cost of living for all Korean residents. The Japanese researchers thought the determination of eligibility and the benefit level to be the most important element. The common factors running through both countries include residence-based universal entitlement and benefits equivalent to the national minimum cost of living. Based on these and other findings, the authors in this study discussed suggestions and policy implications for the development of basic income protection.

본 연구의 목적은 우리나라 인구의 1/4이 거주하는 서울시에서 건강수준의 불평등과 관련된 지표를 이용하여 사회계층간 건강수준의 차이를 대표성 높은 서울시민보건지표조사 자료를 이용하여 실증적으로 분석하고, 유병수준과 관련된 사회경제적 요인과 건강행태 요인들의 영향을 분석하고자 하였다. 연구자료는 2001년 서울시민보건지표조사 자료로서 2,500개 조사구에서 조사된 25~64세 인구 16,180명을 대상으로 하였다. 통계분석은 다변량 로지스틱 회귀분석을 이용하였다. 건강수준으로는 만성질환 유무와 주관적 건강수준의 두가지 유병수준 지표를 선정하였으며, 사회계층변수로는 교육수준, 가구 월소득수준, 직업유형을, 건행태요인으로는 흡연, 음주, 비만, 운동, 아침식사 결식여부, 수면적절성 등의 6가지 변수를 선정하였다. 연구 결과 남녀 모두 낮은 교육수준, 낮은 소득수준, 낮은 직업계층의 집단에서 만성질환 유병의 위험도와 주관적 건강수준이 나쁠 위험도가 뚜렷하게 증가하였다. 남녀 모두 사회계층 변수 중 교육수준이 만성질환과 주관적 건강수준에 미치는 영향이 컸다. 사회계층 요인과 건강행태 요인이 모두 유병수준에 영향을 미치는 것으로 나타났으나 사회계층 요인의 영향이 더욱 컸다. 주관적 건강상태는 만성질환에서 보다 사회계층에 따른 불평등도가 더욱 컸으며, 남자가 여자에 비하여 사회계층에 따른 주관적 건강상태의 불평등도가 심하였다. 결론적으로 우리나라 서울시 인구집단에서 사회계층간 만성질환과 주관적 건강수준에서 상당한 불평등이 존재하는 것으로 파악되었다.;This study aims to investigate socioeconomic differences in morbidity in Seoul Metropolitan. The study consists of a representative sample of 16,180 adult men and women aged 20~64 who participated in the 2001 Seoul Citizens’ Health Interview Survey. This population-based crosssectional survey data was used to investigate the effects of education, income and occupation on the prevalence of self-reported chronic illness from all causes and self-rated health. To estimate the odds ratios and 95% confidence intervals of self-reported chronic illness and self-rated health a multiple logistic analysis was conducted. For both men and women, the study shows that socioeconomic position(SEP) is strongly related with risk of self-reported chronic illness and self-rated health at all levels of the SEP hierarchy, that is, lower education and income led to a significant increase in morbidity. After controlling for age and 6 health behavioral risk factors(duration of smoking, alcohol drinking, relative body weight, physical activity, skipping breakfast and sleeping pattern), the odds ratio of self-reported chronic illness for men was 1.92 (95% confidence interval [CI], 1.49- 2.47), for women 1.89 (95% CI, 1.54-2.32) among those with the lowesteducated group compared to the highest-educated group. When household income was considered, after controlling for age and 6 behavioral risk factors, the odds ratio of chronic diseases for men was 1.12 (95% CI 0.93-1.35), and for women 1.62 (95% CI 1.39-1.89) among those in the lowest-income group compared to the highest-income group. The odds ratio of self-rated health after controlling for age and 6 behavioral risk factors was 2.41 (95% CI, 1.78-3.25) for men, 2.05 (95% CI, 1.63-2.58) for women among those with the lowest-educated group compared to the highest-educated group. When household income was considered, after controlling for age and 6 behavioral risk factors, the odds ratio of self-rated health for men was 1.63 (95% CI 1.25-2.13), and 1.32 (95% CI, 1.09-1.58) for women among those in the lowest-income group compared to the highest-income group. This study finds that there exist large socioeconomic inequalities in morbidity in Seoul Metropolitan area. To be more specific, socioeconomic differences for men are larger in self-rated health, but smaller in chronic illness than women. Also, the effect of education is stronger than that of income for both men and women. The study results are similar to previous studies on social inequalities in health status for Korea and other developed countries.
