초록

본 논문은 1980~2008년 기간의 동아시아 9개 국가, 즉 대한민국·말레이시아·싱가포르·인도네시아·일본·중국·태국·필리핀·홍콩을 대상으로 여성의 고용, 출산 및 성장 간의 상호관련성을 분석하였다. 구체적으로 본 연구는 세계은행에서 제공하는 동아시아 국가 간 여성경제활동참가율, 합계출산율 및 경제성장률의 패널자료를 이용했으며, 패널 구조적 벡터자기회귀(panel SVAR) 모형을 사용해 충격반응함수와 분산분해를 추정해 변수들 간의 상호관련성을 검토했다. 패널분석 결과 자체 변수의 결정은 자체 변수의 변동에 의해 대부분 설명되고, 다른 변수의 변동이 자체 변수에 미치는 영향은 약 6~11%인 것으로 관측됐다. 이는 개별국가로 대상으로 한 시계열 분석의 경우 국가에 따라 차이는 있지만 다른 변수들의 변동이 자체 변수의 결정에 미치는 영향이 약 20~40%인 점을 감안할 때 다소 낮은 수준이다. 따라서 본 연구의 결과는 동아시아 9개 국가에서 여성의 고용, 출산 및 성장 간의 내생적 관련성은 존재하지만, 그 관련성은 크지 않다는 사실을 제시한다. 이러한 결과는 분석대상인 9개 동아시아 국가에서 전체노동력, 특히 여성노동력 대비 이주 노동력의 비중이 크지 않다는 사실과 이로 인해 이주 노동력이 고용, 출산 및 성장에 미치는 영향이 미미하다는 사실에 기인한다. 즉 본 연구결과는 유럽연합(EU) 국가들과는 달리 동아시아 국가들의 경우 아직까지 경제정책의 조정이 이루어지지 않을 뿐만 아니라 합법적으로 노동시장 간의 자유로운 이동이 보장되지 않기 때문에 나타난 결과로 추측된다.;This paper empirically examines correlations between women’s employment, fertility and growth, using panel data of 9 East Asian countries, including Korea, China, Japan, Hong Kong, Malaysia, Indonesia, Thailand, the Philippines, and Singapore over the period of 1980-2008. With the cross-country panel data available from the World Bank on female labor force participation rates, total fertility rates, and economic growth rates in East Asian countries, we analyzed correlations between women’s employment, fertility and growth by estimating impulse response functions and variance decomposition, using the panel structural VAR model with imposed long-run restrictions. The results of the empirical panel analysis show that the impact of the other two variables on the target variable is about 6-11%, which is smaller than the 20-40% range obtained from the time series analysis conducted on the variables in each individual country. The study shows that the endogenous correlations among women’s employment, fertility and growth across 9 East Asian countries exist; however, the degree is much smaller as compared to the correlations of these variables in each country. This is because immigrant workforce, especially that of women, still has a meagre presence in the region’s entire workforce, thus having a negligent impact on the women’s employment, fertility and growth in the region. Unlike EU member countries, countries in the East Asia haven't been able to coordinate their economic policies, and workforce mobility is very low due to the lack of legal instruments that promote such mobility.

본 연구는 2009~2013년의 우리나라 16개 시도의 자료를 이용해 주택가격(주택매매가격과 주택전세가격)이 출산의 수준(합계출산율)과 출산의 시기(초산연령)에 미치는 영향을 실증적으로 분석하였다. 실증분석 결과, 주택가격은 모형이나 추정방법의 선택에 관계없이 합계출산율에 통계적으로 유의한 음(-)의 영향을 미치는 것으로 추정되었다. 이는 주택가격이 높을수록 가계의 생계부담이 증가해 결혼과 출산을 연기하거나 포기하는 경향이 생겨날 수 있음을 보여준다. 또한 주택가격은 초산연령에 통계적으로 유의한 양(+)의 영향을 미치는 것으로 관측되었다. 따라서 우리나라에서의 주택가격은 출산의 시기를 늦추고 수준을 감소시키는 중요한 요인이 될 수 있다. 그러나 내생성을 고려한 실증분석에서는 주택가격이 초산연령에 미치는 영향에 대한 통계적 유의성은 전통적인 범위를 벗어났다. 이는 초산연령은 사회의 전반적인 인식이나 경로 의존적인(path dependent) 경향이 강하게 나타날 수 있음을 반영한다. 본 연구의 실증분석 결과는 젊은 무주택자를 대상으로 하는 주택정책이 복지의 개선과 함께 장기적인 출산율 제고에 영향을 미칠 수 있음을 시사한다.;Using 16 regional panel data in Korea over the period of 2009-2013, this paper empirically examines the impact of housing price (measured by owner housing price and rental housing price) on the level (i.e., total fertility rate: TFR) and timing (i.e., women’s mean age at first birth: AFB) of fertility. The empirical results show that housing price has negative and statistically significant impacts on TFR, regardless of the selections of model and methodology. This implies that people tend to postpone or forgo marriage and/or birth as the housing prices increase. In addition, we found that housing price has a statistically significant positive impact on AFB. However, the estimated coefficients of housing price, when considering the endogeneity, provide little evidence on AFB, meaning that data on AFB are plausible to the path dependent. Therefore, empirical results suggest that a higher housing price can be an important factor for fertility decline and postponement of having children. This suggests that the housing policy targeted for the young may affect the fertility rate as well.

본 연구는 130개 국가 간 통계자료를 이용해 여성의 경제활동참가의 정도가 첫 아이 출산나이에 미치는 영향과, 경제활동참가의 정도와 첫 아이 출산나이가 개별적으로 그리고 결합적으로 출산율에 미치는 영향을 실증적으로 분석했다. 또한 본 연구는 여성의 경제활동참가의 정도가 출산율에 미치는 영향이 가장 낮은 수준인 경제활동참가의 임계점을 기준으로 전체국가로 구성된 표본을 두 개의 표본으로 분리해 추정했다. 실증분석결과는 다음과 같이 요약된다. 첫째, 여성의 경제활동참가와 출산율 간에는 U자 형태의 관계를 형성하는 것으로 나타났다. 둘째, 전체국가 및 여성의 경제활동참가가 상대적으로 낮은 수준의 국가로 구성된 표본에서 여성의 경제활동참가의 정도가 첫 아이 출산나이에 양(+)의 영향을 미칠 뿐만 아니라 이상의 두 변수가 출산율에 통계적으로 유의한 음(-)의 영향을 미치는 것으로 관측됐다. 셋째, 여성의 경제활동참가가 상대적으로 높은 수준의 국가로 구성된 표본에서는 여성의 경제활동참가, 첫 아이 출산나이 및 출산율간에는 관련성이 약한 것으로 추정됐다. 이상의 결과는 여성의 경제활동참가의 정도가 첫 아이 출산나이를 상승시키고, 이들 두 변수가 출산율을 제약하는 요인이 된다는 사실은 각 국가의 경제환경에 따라 상이하게 나타날 수 있다는 사실을 제시한다.;Using a cross-section of 130 countries, this paper empirically examines the effectiveness of women’s mean age at first birth (AFB) as a transitional mechanism between female labor force participation (FLP) and fertility rate (TFR). In addition, the empirical analysis is conducted by sample selection based on the critical value of FLP, which implies the lowest impact of FLP on TFR using estimated coefficients. The empirical results are summarized as follows. First, there exists a U shaped relationship between FLP and TFR. Second, the positive and statistically significant impacts of FLP on AFB, and the negative and statistically significant impacts of FLP and AFB on TFR are found in the samples of 130 whole countries and countries that have higher level of FLP (bigger than the critical value of FLP). Third, the impact of FLP and AFB on TFR provide little evidence in the sample of countries that have a lower level of FLP (smaller than the critical value of FLP). Therefore, the empirical results suggest that the positive impact of FLP on AFB, and the negative impacts of FLP and AFB on TFR could be different based on each country’s economic environments.
