본 연구는 사회복지사와 사회복지전담공무원들의 지역사회 자원동원과 조직화에 대한 경험 연구로서 지역사회 자원의 실체 이론을 구성하는 한편 사회복지 역량을 강화하기 위해 전략수립을 위한 구체적 제언을 하고자 하였다. 본 연구는 근거이론 연구방법으로 접근했으며 경력 10년 이상의 사회복지사와 사회복지전담공무원들이 연구 참여자로 참여했다. 자료는 심층 면담을 수행하여 수집했고 원 자료는 Strauss와 Corbin(1998)이 제시한 근거이론 연구 절차에 의해 분석했다. 분석결과 총 105개의 개념과 30개의 하위범주, 12개의 범주가 도출되었으며 모든 범주를 수렴하는 핵심범주로는 ‘지역주민을 발견해서 풀뿌리 복지 실현하기’가 나타났다. 논의에서는 지역사회복지에서 지역주민의 중요성과 정치역량 강화를 기술했고 구체적 전략으로는 대중적 전략을 통한 정치역량 강화의 필요성을 제시했다. The purpose of this study is to establish a reality theory of community resources and to suggest strategies for strengthening social welfare capacity as an empirical study on mobilization and organization of community resources by social workers and dedicated civil servants. This study was approached as a grounded theory study method, and social workers and social welfare officers with more than 10 years of experience participated as research participants. The data were collected through in-depth interviews and the raw data were analyzed by the grounded theory study procedure presented by Strauss and Corbin(1998). A total of 105 concepts, 30 subcategories, and 12 categories were derived from the analysis. The core method of collecting all categories was ‘Finding local residents to realize grassroots welfare'. In the discussion, the importance of local residents and the strengthening of political capacity in community welfare are described. The concrete strategy is the necessity of strengthening political capacity through popular strategy.
