본 연구의 목적은 북한이탈주민의 사회보장 경험을 이해하고자 하는 것이다. 이러한 목적을 달성하기 위해, 본 연구에서는 북한이탈주민 8명을 대상으로 한 심층면접을 통해 자료를 수집하였으며, 질적 사례연구 접근으로 분석하였다. 사례 내 분석에서는 각 사례에 대해 소개하고 각자의 사회보장 경험을 기술하였으며, 사례 간 분석에서는 사회보장의 개념, 의미, 인력, 평가 등으로 범주화하고 각 범주와 하위범주들을 제시하였다. 사회보장의 개념은 ‘정부 지원’, ‘급여와 서비스’, ‘일상용어’로 구분되었으며, 사회보장의 의미는 ‘뜻밖의 선물’, ‘생계를 위한 수단’, ‘당연한 권리’로, 사회보장 인력에 대한 경험은 ‘위에서 내려다보는 사람들’, ‘옆에서 손잡아주는 사람들’, ‘그들도 사람: 함께 살아가는 사람들’로, 사회보장에 대한 평가는 ‘빛 좋은 개살구’, ‘임시방편에 불과함’, ‘엇갈리는 욕구와 지원들’로 구분되었다. 연구결과에 근거하여, 북한이탈주민들의 남한사회 적응을 지원하는 사회보장 개선을 위한 정책과 실천 지침들을 제시하였다. This study aims to understand the North Korean defectors' experience of social security in Korean society. To achieve this, we collected data through in-depth interviews with eight North Korean defectors, and analysed the data using qualitative case study approach. Data collected from eight North Korean defectors were employed for within-case analysis and cross-case analysis. Each case and individual experience of social security were described by within-case analysis. The themes were categorized by ‘definition of social security', ‘meaning of social security', ‘experiences about staffs of social security', and ‘evaluation of social security' through cross-case analysis. The definition of social security were appeared ‘supports from the government', ‘benefits and services', and ‘general terms'. The meaning of social security were‘unexpected gift’, ‘tools for living’, and ‘as of right’ and the experience of service staffs were‘people looking down us', 'people holding my hands’, and ‘they are also human: people living together’, and the evaluation for social security were‘not so good as it looks', 'only meant to be a temporary solution', and‘mismatching of needs and supports'. Based on the findings, we suggested policy and practice guidelines for the improvement of social security that supports the adaptation of the North Korean defectors in South Korea.
