본 연구는 사회복지시설평가제도의 전개과정을 면밀히 살펴보고 선행연구들이 제기한 문제점과 대안들을 재분석하여 현재 사회복지시설평가제도의 개선방향 도출을 목적으로 하였다. 분석 결과 한국 사회서비스 전체를 포괄하는 서비스 질 관리체계가 구축되어야 한다는 결론에 도달하였다. 이러한 진단은 두 가지 사회복지환경의 변화에 의해 지지된다. 첫째는 비영리사회복지기관에 의해서만 제공되던 사회복지서비스가 영리조직까지 포괄한 다양한 공급주체에 의해 공급되는 사회서비스로 제도화된 점, 다른 하나는 각 사회서비스 공급체계 안에 성과관리, 인증제 등 다양한 평가기제들이 등장한 점이 그것이다. 사회복지시설평가제도는 전체 사회서비스의 질을 관리할 수 있는 포괄적인 제도로 재구성될 필요가 있다. 이를 위해서 시설 중심의 평가방식만이 아니라 평가의 대상이 되는 사회서비스의 종류와 특성 그리고 평가의 목적에 맞는 다양한 평가방식들이 평가제도 안에서 적용될 수 있어야 한다. 더불어 사회서비스 질 향상이라는 목적을 위해서는 무엇보다도 사회복지시설평가제도의 근간에 이용자의 요구, 이의제기를 제도화하는 장치가 결합될 필요가 있음을 제안하였다. The organizations providing social welfare services have been regularly assessed by law since 1998. This 15 year-old evaluation system is criticised for its ineffectiveness. This research aims to assess the appropriateness of the evaluation system in the context of rapidly changing social service provision in Korea. The evaluation system has become outdated given the two changes in the institutional context: first, the concept of social welfare services, defined as those provided by non-profit social welfare agencies, has been broadened to social services including those provided by for-profit organizations, second, various evaluation tools, such as performance management and accreditation program, have been developed in social service areas. The evaluation system should be improved to reflect characteristics of social services and their provision mechanism. In addition, the system should be based on users’ voices and claims to improve the quality of social services.
