분권교부세의 일몰시한이 6개월 정도 남은 상황에서 2005년 지방이양사업으로 전환된 67개 사업과 그 후 새롭게 도입되거나 확대된 국고보조사업들을 중앙-지방간 행·재정관계의 재편이라는 큰 틀에서 검토할 필요가 있다. 분권교부세제도가 지닌 주요 문제는 적정한 사업예산 확보의 어려움, 지방의 재정 부담 증가, 지방이양사업에 대한 지역 간 격차의 확대 등이다. 2015년에 분권교부세가 보통교부세로 완전히 통합되면 분권교부세 도입에 따른 제반 문제들이 해결되지 않은 채로 남게 된다. 따라서 단기적으로는 외부효과가 큰 사업, 국민의 기본적인 생활보장과 밀접하게 연계된 사업, 전국적인 형평성이 크게 요구되는 사업 등 개별적인 국고보조사업으로 환원이 필요성이 큰 주거시설 운영사업에 대하여 그 정당성과 근거를 검토하여 제시하였다. 또 분권교부세 일몰 이후에도 중장기적으로는 복지사업에서 지방의 자율성과 책임성을 담보할 수 있는 지방재정분권을 강화하기 위한 제도 개혁방안으로 교부세 - 포괄보조금 - 개별보조금의 3분법 틀을 기초로 중앙정부와 지방자치단체간의 재정관계를 재정비할 필요성을 제시하였다. This study examines effects of Decentralization Revenue Sharing System which has began in 2005. There is not any positive effects which enhance autonomy in planning social welfare services of local government, but we see some negative effects of decentralization such as territorial welfare service injustice among local goverments, increased financial burden of local governments. In this decade, Korea has introduced some welfare service such as basic old-age pensions, child allowances and tax deduction policy in 2008. We see some symptoms of fiscal crisis of local government in recent years which has caused by above mentioned policies. We must establish relevant role sharing model between central government and local government. It seems better that local government has responsibility in planning and implementing personal social service programs and central government has responsibility in planning and implementing public assistance programs and public insurance programs. But in local government level, there are huge differences in their financial independency, therefore central government must have more active role in supporting local governmaents. Especially in personal social service area we must expands block grants scheme, and in operating national block grant system we must develop more sophisticated plans to support local government which has poor financial capability.
