이 연구는 지역사회복지에서 가장 기본이 되는 거버넌스 형성에 관심을 두고 수행된 것이다. 대구는 지금까지 30여 년간 보수당 정치일색으로 인하여 단일적인 정치문화를 형성해 왔고, 이러한 단일문화는 개방성과 다양성의 지식정보사회에 적절하게 대응하지 못하는 결과로 나타나고 있다. 이러한 지역의 보수적 특성들은 글로벌 시대의 지역발전에 걸림돌이 되고 대구는 젊은이들이 떠나는 도시로 만들고 있다. 어떻게 하면 사람들이 살고 싶어하는 지역으로 만들 수 있으며, 주민들이 주체적으로 지역의 문제를 풀어나가는 주민참여형, 주민주도형 도시로 만들 수 있을 것인가? 이 문제를 해결할 수 있는 가장 중요한 관건은 지자체가 주민들에게 어떤 리더십을 발휘하여 주민들 스스로 자발적으로 지역공동체에 참여할 수 있도록 만들 것인가로 압축될 수 있다. 본 논문의 연구방법은 매일신문과 대구경북학회가 공동으로 2013년 5월27일부터 6월30일까지 실시한 “대구경북 지방자치단체장 주민 행복 리더십평가”자료를 중심으로 하였고, 특히 정치 행정 분야, 즉 주민참여에 의거한 정책집행사례, 거버넌스 활용 등을 중점적으로 정리, 해석하였다. 연구결과 대구의 주민참여도와 거버넌스의 활용은 낮은 편이며 또 그 외 다른 7개 영역(경제인구, 문화교육, 지방재정, 보건복지, 여성, 환경, 공약이행)에 비해서도 뒤떨어지고 있다. 이를 극복하기 위해서는 주민의 적극적 참여를 통한 로컬거버넌스의 구축, 시민사회의 역할, 투명한 행정네트워크형성, 지방자치와 분권이 중요한 핵심적 과제로 보인다. This paper is interested in the formation of the governance basically that is all the fundament for the community-welfare. Since long time the simplicity and uniformity have been dominated as political culture and the conservative value, emotion and authority as way of thinking in Daegu, so that it could be talked, the characteristic of Daegu is not proper for the stream of information-society. These specific characters have been played negatively for the community development and young people leave this city and become Daegu, so called, “Gotham City”. How this area could be constructed as people-beloved residece and the people participated, people initiated city where people could find solution independently. The most important point to solve this problem is what kind of leadership is demonstrated and make people to committee community-organization spontaneously. This article especially emphasized on policies and administration, namely governance application and cases of people participated policies execution from the research data, which is “the evaluation on leadership for peoples happiness of the 16 Chiefs of municipal budy in Daegu-Geungbuk surveyed by Maeil Newspaper and Daegu-Geungbuk Studies Association jointly from May 27th. 2013~June 30th. 2013As the result, the level of people’s participants and governance application in daegu might be rather low and located even lower than other 7 areas such as economic population, culture and education, municipal budget, health and welfare, gender, environment, execution of campaign pledge.
