본 연구는 사회복지관의 기원과 원형, 제도화 과정, 사업, 재정을 고찰하여 현재 사회복지관이 봉착하고 있는 문제의 성격을 진단하고 변화한 사회복지환경에서 사회복지관의 새로운 역할 정립의 주체와 방향, 경로를 도출하였다. 사회복지관은 자발적으로 확대된 민간사회복지기관이라기보다 지역사회 사회복지서비스가 미발달하였던 1980년대 말, 정부 주도로 제도화되고 확대된 사회복지서비스 공급방식이라고 할 수 있다. ‘종합적 사회복지사업을 수행하는 사회복지시설’로서 현재 봉착한 정체성의 위기는 지난 25년간 사회복지서비스의 분화, 발전 그리고 일선공공조직의 사회복지에 대한 직접적 책임의 확대에 수반된 현상으로 해석할 수 있다. 따라서 본 연구에서는 중앙정부에 의해 표준화된 사업으로서 수행되던 사회복지관 사업으로부터 사회복지관 사업의 재구조화가 필요함을 역설하였다. 사회복지관 사업은 지역성의 맥락에서 역할을 구체화하는 것으로 재구조화 방향을 수립해야 하는데 주체를 달리하는 공립 사회복지관과 민간 사회복지관이 각기 상이한 경로를 가질 수 있다. 공립 사회복지관은 지방정부가 사회복지관의 위탁 업무와 권한을 지역사회복지계획 안에서 보다 구체화하는 계약을 수립하는 것으로, 민간사회복지관은 비영리법인이 독립적이고 자발적인 지역사회복지관의 활동을 수립하는 것으로 사회복지관 재구조화는 모색될 수 있음을 토론하였다. Since the late 1980s, Korean government expanded social welfare centers for delivering social welfare services to disadvantaged people. Social welfare center has been regarded as private welfare organizations or voluntary non-profit social welfare organizations. However, only 20% of 442 centers are owned by non-profit foundations and other 70% of centers belongs to public sector but run by non-profit foundations. The centers began to function as comprehensive service providers in the early years but have been facing new challenges according to development of social welfare provision in local level. This study discusses the role of community social welfare centers in the context of expansion of social services and public responsibility in the provision of social welfare. The new role of centers should be compromised in the process of local welfare planning by local governments and non-profit foundations. Considering most centers are under contract with local governments and in different local circumstances, the role should be determined in local contexts. Local governments should decide whether centers play a role as case management agencies or as direct service providers according to local welfare plan and take corresponding financial responsibility.
