사회보장의 지방분권 이후 본격적으로 제기되고 있는 사회복지 자원의 지역 불균형 문제는 사회적 형평의 문제를 악화시킬 수 있다. 본 연구는 지역복지 자원 중에서도 지역 주민의 욕구에 민감하게 대응하여야 하는 사회복지 이용시설을 중심으로 전국의 지역별 사회복지 자원의 분포 수준을 비교하고 그 영향 요인을 탐색하였다. 궁극적으로는 지방자치단체의 욕구에 맞는 사회복지시설 공급 안을 제시하고 장기적인 운영방안 수립을 위한 기초자료를 제공하고자 하였다. 이를 위해 전국을 기준으로 입지계수를 적용하여 시군구별 대상인구(수요) 대비 사회복지 이용시설(공급)이 타 지역에 비해 얼마나 충분한 지 살펴보았다. 또한 지역 간 복지 자원 격차를 논함에 있어 시‧군‧구라는 공간단위를 고려하기 위해 GIS 공간분석을 활용하였다. 사회복지 이용시설 입지계수의 공간자기상관성 분석결과 각 지역의 입지계수는 주변 지역의 입지계수에 영향을 받는 것으로 타나났다. 이에 근거하여 실시한 공간자기회귀모델 분석 결과, 시설 유형별 통계적으로 유의미한 사회복지 이용시설 입지계수의 영향요인에 차이가 있었다. 그러나 노인이용시설(경로당 포함)을 제외한 사회복지 이용시설의 분포는 공통적으로 대상인구 분포와 일치하지 않았다. 이는 그동안 사회복지 이용시설들이 대상 인구분포를 고려하여 공급되지 않았음을 반증하는 것이다. 따라서 향후 지역과 대상의 욕구에 맞는 자원 배치의 기준을 어떻게 구체화 할 것인지에 관한 정책적 논의가 필요하다. 본 연구에서는 구체적인 사회복지시설 자원배치 기준 마련을 위해 우선적으로 현존하는 사회복지시설정보시스템 개선을 통한 보다 효율적이고 정확한 근거 제시의 필요성을 제기하였다. The purpose of this study is to explore factors influencing distribution of social welfare facilities for the elderly, children, the disabled, and the poor in South Korea. This study uses spatial autoregressive model(SAR) analysis to determine factors affecting relative sufficiency of social welfare facilities in the 230 regions. The units of analysis are the number of social welfare facilities and the number of target population in each region. A dependent variable is Location Quotient(LQ). Independent variables are (1)region, (2)population rate, and (3)financial autonomy rate. Results from the SAR model show that variables of social welfare facilities are supplied regardless of the size of demands. In particular, there are no statistically significant factors explaining the distribution of welfare facilities for the disabled and the elderly using facilities while there exist statistically significant factors for the elderly using local senior centers. Findings suggest that policy makers need to consider making criteria for distributing social welfare facilities based on regional resources and needs.
