본 연구는 읍면동 복지허브화 사업이 강화되고 있는 현 시점에서, 주민들이 실질적으로 참여할 수 있도록 하는 자원개발관리 전략을 제시하기 위한 목적으로 수행되었다. 현재 현장에서 가장 많은 관심과 의문을 가지고 있는 영역인 자원개발관리에 대해 관련 사업에 대한 전문성과 지역주민들과의 관계성을 갖추고 있는 지역사회복지관을 정책적으로 활용할 필요성에 대한 논의를 진행하였다. 이를 위해 한국의 사회복지전달체계 변화방향이 ‘주민’으로 향하고 있다는 것을 밝혔으며, 자원개발관리 실태를 정리하였다. 그리고 자원개발관리 사업을 수행하기 위한 기본이해로서 사업이 수행될 ‘공간’과 전문성과 책임성을 가질 수 있는 ‘주체’를 밝혔으며, 이러한 두 가지 이해를 충족시키는 조직으로서 지역사회복지관의 유용성을 밝혔다. 마지막으로 자원개발개발 관리를 위한 지역사회복지관의 역할을 모금과 배분(관리)으로 구분하여 제시하였다. 이를 통해 지역사회복지관이 지역사회모금기관(community chest)의 역할을 수행할 수 있을 가능성을 밝혔다. The purpose of this study is to suggest a resource development management strategy to enable the citizen to participate in the Eup-Myeon-Dong Welfare Hub Project(WHP). Currently, resource development management is one of the areas of greatest interest in the WHP field. We proposed the necessity of suing the community welfare center that have professionalism and the relationship with residents. For this, it was reveled that the changes in the social welfare delivery system in Korea are heading towards ‘residents’. We insisted on the necessity to understand ‘space’ and ‘subject’ basically in order to carry out resource development management. An organization that meets both of these conditions is a community welfare center. Finally, this study proposed the roles of community welfare centers as development(fundraising) and management(allocation) strategies.
