본 연구는 지방자치단체 성인지예산제도에 영향을 미치는 요인들을 실증적으로분석하고 있다. 우리나라 성인지예산제도는 2010회계연도부터 중앙부처를대상으로 본격적으로 실시되어 왔다. 이후 2013회계연도부터는 지방정부로확대됨으로써 대상사업과 예산액이 가파르게 증가하고 있고 이에 따라 제도의중요성도 커지고 있다. 그럼에도 불구하고 성인지예산제도에 대한 연구는 제도도입의 당위성, 외국 사례 소개, 관련 제도와의 연계에 대한 논의가 주를 이루고있으며, 실증적 분석은 매우 미미한 수준이다. 이에 본 연구는 성인지예산 대상사업수와 성인지예산액비율에 영향을 미치는 요인을 사회경제적 요인, 정치적요인과 더불어, 성인지예산과 관련된 제도적 요인에 초점을 맞추어 실증적으로분석하였다. 분석결과, 성인지예산 대상사업수, 성인지예산액비율 모두 사회경제적, 정치적, 제도적 요인들이 영향을 미치는 것으로 나타났다. 특히, 성인지예산 대상사업수의 경우 성별영향분석평가사업수가 많을수록, 여성친화도시로 지정될수록긍정적인 영향을 미쳤다. 성인지예산액비율의 경우 여성친화도시로 지정되었을경우 증가하는 것으로 나타나 제도적 요인이 영향을 미치고 있음을 확인할 수있었다. 이는 성인지예산제도 역시 성별영향분석평가제도와 여성친화도시 등성평등 향상을 목표로 하고 있는 제반제도와 결합되어 시너지를 낼 수 있음을의미한다. 따라서 별도의 제도로 시행되고 있는 성 주류화 관련 제도들이 성인지예산제도와 전략적으로 연계되어 정책효과를 극대화 할 필요성을 시사한다. 본 연구는 우리나라 지방자치단체 성인지예산제도에 영향을 미치는 결정요인에 관한 첫 실증연구로 확대되어 가고 있는 지방자치단체 성인지예산제도의발전에 의미를 가진다. This study aims to analyze various factors affecting local government's gender budgeting system. In Korea, Gender budgedting established at central government in 2010 fiscal year and local governments also adopted in 2013 fiscal year. Gender budgeting have sharply increased its scale and amount and paid attentions. But previous studies were dealing mostly with its necessity of implementation of gender budgeting, cases of foreign countries, and how to link gender budgeting with other institutions, yet practical factors of gender budgeting is rarely examined. Therefore this study analyzes empirically factors that affect the number of programs and ratio of budget amount focusing not only on socio-economic and political aspects but also institutional factors particularly related to gender budgetings. The results show that socio-economic, political, institutional factors all have impact on the number of programs that were included in gender budget statement and amount of gender budgeting. Especially, the number of programs that were included in gender budget statement of region increases when it is designated as women-friendly city and gender impact assessments are produced more. Otherwise, ratio gender budget amount to whole budget increased when local government is designated as the Woman-friendly city. It proved institutional factor has positive effect on gender budgeting. It suggests that gender budgeting can create synergistic effects with multiple institutions and projects such as gender impact assessment or women friendly city specialized for improvemnet of gender equality. Therefore, it indicates that gender mainstreaming systems should be connected in a strategic way to maximize impact of policies.
