한국의 기성세대와 청소년들 사이에는 산업인과 정보인의 차이만큼이나 큰 세대차이가 존재한다. 세대차이가 클수록 청소년보호의 중요성은 더욱 커지지만, 그만큼 어려워지기도 한다. 한국에서는 아직도 청소년의 중요성이나 시대적 의미에 대한 인식이 부족한 편이다. 이 글은 먼저 이 시대 청소년은 디지털사회 첨병, 네트워크사회 정보원, 글로벌시대 개척자, 고령사회 발전 동력으로서 과거 어느 때보다 중요함을 밝히고, 이처럼 중요한 청소년을 보호하고 지원하는 정책이 과연 미래지향적이며 이 시대에 적합한가 하는 문제를 제기한다. 20세기 후반 이후 사회 환경이 크게 변함에 따라 청소년들의 가치관과 행동양식은 획기적으로 달라졌는데 사회제도는 여전히 산업사회 제도에 머물러 있어 나타나는 문제를 ‘제도 부적응’ 이라는 개념으로 설명하고자 시도한다. 그리고 정보인에게 적합한 사회화 과정 및 정보사회에 부응하는 새로운 사회제도를 형성해 나갈 것을 주장하면서, 청소년행정의 발달과정을 통해 한국 청소년보호정책의 좌표와 기조를 분석한다. 이상의 논의들을 바탕으로 청소년문화에 대한 올바른 이해의 방향 및 미래 청소년보호정책의 새 방향과 기조를 제시하고, 정보인의 사회화를 위한 교육제도 혁신과 청소년보호정책의 발전적 과제들을 제안한다. 이 글은 청소년보호정책 담당자들에게 새로운 정책방향을 제시해 줄 것이며, 청소년연구자와 지도자들에게는 바람직한 청소년보호를 위해 무엇을 해야 할지 과제를 보여 줄 것이다. First of all, this paper affirms that young people are far more important in the current digital, networked, global, and aging society than in any other period in history. This paper also presents the issue in terms of whether current policies of Korea protect and support the young people in a truly future-oriented and appropriate way or not. The values and behavior patterns of young people have been completely changed as technology and the social environment has changed from the latter 20th century. However, the social institutions of Korea still remain as those of an industrial society. This paper hypothesizes that this phenomenon causes 'mal-adjustment' of social institutions. Criticizing the process of socialization and the old social institutions, this paper analyzes the phase and underlying tones of the youth protection policy of Korea through reviewing the development process of youth administration. In conclusion, this paper reveals how to better understand youth culture, and proposes future-oriented directions and underlying tones of a possible future youth protection policy. Furthermore, it suggests that education institution needs to be innovated in order to better socialize “informational man”, and points to the developmental tasks ahead for youth protection if it is going to help create a future for the country.
