본 논문은 이주배경청소년의 직업진로 지원 정책 방안 마련을 위한 정책적 시사점을 도출하기 위해 독일의 사례를 분석했다. 연구의 틀로서 이주배경청소년 지원정책의 보편성과 특수성을 구분하고 사회통합의 일환인 독일 이주민 정책의 방향과 이주배경청소년을 위한 직업진로 정책의 지향점, 직업진로 지원정책의 주요사례를 소개하고 이를 토대로 독일 이주배경청소년 직업진로 지원 정책의 방향과 정책사례들이 한국의 이주배경청소년을 위한 직업진로 지원정책 수립에 주는 시사점을 제시하였다. 독일 사례분석의 주된 결과로는, 우선 정책의 보편적 측면에서, 사회통합의 핵심적 요소로서 이주배경청소년을 그렇지 않은 청소년과 구분하지 않고 이들을 성공적 사회 참여가 가능한 자립적 직업인으로 양성하는 것을 목표로 하고 있다는 점이며, 정책의 특수성 측면에서는 이주배경이 있는 청소년의 특수한 상황을 고려한 빌둥스케테 정책, 빌둥스케테 정책 하 유사한 배경과 경험을 지닌 이주배경이 있는 자영업자들의 자원을 활용하여 이주배경청소년의 직업진로를 지원하는 KAUSA사업, 그리고 이주배경이 있는 자를 교사로 양성하는 학생캠퍼스(Schülercampus)제도 등을 통해 이주배경으로 인해 야기되는 특수한 상황을 고려하여 지원한다는 것이다. 독일 사례 분석결과가 우리에게 시사하는 바는, 정책이 이주배경청소년을 특정집단으로 분리하지 않고 전체 학생이나 취약계층 청소년 전부를 포괄하여 지원하는 보편성과 이주배경청소년만의 고유한 특성과 여건에서 발생하는 어려움을 고려한 특수성, 이 두 가지 모두를 고려하여 정책방향을 설정하고 있다는 점이다. The article at hand analyses Germany’s exemplary approach to provide adolescent immigrants in Germany with educational support. The research approach refers to the distinction between generality and specifics in policy for adolescent immigrants in Germany. In this regard, generality is a matter of immigration policy as social integration and particularity contains concrete political measures. From both cases, it is possible to derive lessons and good practice models from Germany’s approach and apply some of these to Korean policy. The promotion of occupational skills as the most important requirement for social integration, the consideration of the immigrant’s special conditions and the efficient use of the “KAUSA-program”, “student-campuses”, etc. were seen as being the most essential conclusions derived from these studies. In summary, the key lesson for Korean policy is not to regard adolescent immigrants as a special social group but as an equivalent part of the society. Therefore the consideration of both generality and specifics is necessary.
