본 연구는 장애인과 노인의 돌봄에 관한 프랑스 사회 정책의 흐름과 제도상의 운영 및 그 적용 방식을 분석하여 한국 장기 요양 서비스의 질적 제고를 위한 시사점을 찾는데 목적이 있다. 문헌 조사와 선행 연구 분석의 방법으로 이루어진 본 논문은 프랑스의 장애인과 노인 정책의 발전 및 현 돌봄 제도의 시행 과정, 제도 도입의 배경과 의존성에서 자립성으로의 이념적 변화를 고찰하였다. 그리고 프랑스의 ‘개인별 자립성수당(APA)’과 ‘장애보상수당(PCH)’을 중심으로 장기요양 제도의 성격과 특징을 할당, 급여, 전달체계, 재원의 측면에서 분석하였다. 그 결과 APA와 PCH는 개인별 맞춤형 지원, 다차원적·다학제적 접근을 위한 전문인력 활용과 돌봄 자원 보전, 개인의 자율성과 선택권 확대, 지방정부의 권한 강화의 경향이 있음을 도출하였다. 자립성을 중심으로 개인에 대한 통합적인 접근을 시도함으로써 노인과 장애 분야가 융합할 수 있는 기반을 만들어가고자 하는 노력은 한국의 노인과 장애인 장기요양 서비스 개선 정책의 방향 설정에 있어 시사하는 바가 크다. The aim of this study is to make suggestions for improving the quality of long-term care services for the elderly and the disabled in Korea by exploring and analysing French social policies and their applications. This paper examined through literature review how France's long-term care has evolved into what it is today. Additionally, the characteristics of the APA and PCH as French long-term care systems are analyzed in terms of their allocation, benefits, delivery system, and financing. It is found that these policies tend to personalize assistance, professionalize multi-dimensional and multi-disciplined experts, secure caregivers, expand choice and personnel autonomy, and decentralize and re-enforce local government. France's integrated approach which is focused on individual autonomy and which encompasses long-term care for both the elderly and the disabled provides a rich source of policy implications for the Korean long-term care system
