Objectives: As the health promotion paradigm changes, various long-term action plans were being announced and implemented. This study aimed to propose a systematic strategy for the National Health Plan and the evidence for future policy implementation. by analyzing goals and performance assessment indicators established from the national and global health promotion policies. Methods: Literature review of resources and government documents was conducted in order to analyze health promotion policies at national and international levels. Research papers, policy reports and legal documents were also examined. Results: Comparing to the global health plans, Korea’s National Health Plan needs to take a whole-of-government approach and a structured system should be developed. Analysis of health plans in Japan and the US implied that Korea’s health plan shall broaden governance by expanding private sectors. Finally, close liaison between national and local governments should be established in order to develop rational policies and to conduct balanced programs. Conclusions: National Health Plan should enhance its position as a long-term action plan for national health promotion, while the Regional Healthcare Plan at each municipal and provincial levels presents a mid-term plan for the local governments to implement action plans coherent with national plan. With efficient resource mobilization and practical programme management at the public health centers, a well-structured system of policy planning and performance assessment should be made in order to achieve national health promotion goal. This would contribute to establish a foundation of accomplishing global healthcare agenda.
