본 논문은 남부유럽 세 나라의 연금개혁 과정을 살펴보고 개혁 내용을 적용범위, 급여의 적절성, 재정적 지속가능성 등으로 분석, 비교 평가한 후 이들 국가의 연금개혁 수준의 차이가 무엇 때문이었는지를 검토하고 우리나라 연금발전에 대한 시사점을 제시하였다. 이들 국가의 연금개혁 역시 다른 선진국들의 연금개혁과 마찬가지로 인구고령화에 따른 연금재정에 대한 대응으로 볼 수 있다는 점에서 공통점이 있다. 그러나 이들 국가들은 선진국 가운데에서는 예외적으로 협소한 적용범위가 유지되고 노동시장에 심각한 문제가 있다는 공통점이 있지만 연금개혁의 강도는 상이하여, 이탈리아는 구조적 연금개혁을, 그리스는 급진적인 모수적 개혁을, 스페인은 점진적인 모수적 개혁을 시행하고 있다. 세 나라 연금개혁의 시기와 과정을 보면, 비슷한 사회경제적 배경을 가지고 유사한 연금제도를 발전시켜왔다 하더라도 공공부채의 정도와 자발적인 연금개혁 실시 유무에 따라서 연금개혁의 강도는 달라지며, 각 국의 연금제도가 상이한 방향으로 나아갈 수 있음을 보여준다. 공공부채 비중이 낮고 자발적인 연금개혁을 실시한 우리나라의 상황은 남부유럽 국가들과 다소 상이하나, 외부적 요인으로 연금개혁을 강요받지 않도록 지속적인 제도 개선 노력이 필요하다. The study deals with pension reform process in the Southern European countries, analyzing and comparing reform contents in the perspective of coverage, adequacy and sustainability. Also, it examines the differences between pension reforms in these countries, suggesting the Korean pension development. The pension reforms in these countries have something in common with other pension reforms in advanced countries because their reforms also originated from demographic ageing. However, the intensity of pension reforms is different between these countries. Italy has experienced the structural pension reform, Greece does radical parametric reform and Spain does incremental parametric reform. The pension reforms in these countries show that the level of public debt and whether there have been voluntary successful pension reforms could be crucial for their pension developments. Korea is a bit different from Southern European countries because our public debt is low and because we have experienced voluntary pension reforms but, the study shows that it is necessary to continuously improve pension system to escape pension reform from external elements.
