이 연구에서는 외국인 노동자의 건강문제 개선을 위한 건강정책을 논의했다. 이를 위해 건강보험 가입자료, 건강검진 수검자료, 산업안전보건교육 이수자료, 그리고 2000년 이후 발표된 선행연구의 의료서비스 이용 실태조사 자료를 사용하였다. 외국인 노동자 건강정책의 문제점은 첫째, 건강보험정책에서는 건강보험 적용방식을 체류자격에 따라 달리 적용하고 가입 제한을 둠으로써, 건강권이 보장되지 않는 문제가 있었다. 둘째, 건강증진정책에서는 2차, 3차의 건강검진이 제대로 이루어지지 않고 있으며, 산업안전보건교육이 산업재해를 예방하는데 미흡한 것으로 나타났다. 셋째, 의료정책에서 이용할 수 있는 병원이 제한되고, 서비스의 개선이 이루어지지 않는 문제가 있었다. 이와 같은 문제를 개선하기 위해 우선 내국인과 마찬가지로 국내에 거주하는 모든 외국인 노동자가 건강보험체계에 들어올 수 있도록 하는 방안이 필요하다. 둘째, 외국인 노동자의 건강증진을 위해 건강검진 강화, 산업안전보건교육의 강화, 건강정보제공에 관심을 기울일 필요가 있다. 셋째, 장기적으로 내외국인 함께 이용할 수 있는 방향으로의 의료서비스 개선이 이루어져야 한다. 이와 더불어 외국인 노동자의 건강을 체계적, 효율적으로 관리하기 위해 입국에서 체류에 이르는 전 과정에 걸친 건강관련 법 개정과 이들의 건강문제를 다룰 수 있는 통합운영시스템의 구축이 필요함을 제안하였다. In this study, we would like to discuss the issues of health policy for the improvement of health problems of foreign workers. We examined the ranges of health policy and the meaning of the right to health on the basis of national and international laws, rules, and literature. And we examined the actual situations of health policy of foreign workers by using previous studies that have been published from 2000 to 2012 and considered the problem of health policy. The problems of health policy of foreign workers, first, there was a problem health rights of foreign workers can not be guaranteed by the limit health insurance in the health insurance policy level. Second, in health promotion policy level, it was found to be insufficient for the diagnosis of health and to be not performed properly for occupational safety and health education to prevent industrial accidents. Also there are few measures of chronic disease of foreign workers. Third, it was found to experience difficulties foreign workers to use medical institutions in the health policy level. In order to solve this problems, first, measures to allow foreign workers all enters the health insurance system is required. Second, it is necessary to pay more attention of strengthening of health diagnosis and occupational health and safety education, and the provision of health information for health promotion of foreign workers. Third, it is necessary to improve the medical services that can be used to foreigners and Koreans in the long run. In addition, we proposed legal reforms of health-related over the entire process from entry to stay, in order to manage systematic, efficient health of foreign workers and building of integrated operation system to address the health problems.
