본 연구의 목적은 광주광역시 광산구의 사례를 통해 기초자치단체 복지공동체의 발전요인을 탐색하는 것이다. 이러한 목적을 위한 연구방법으로 사례연구방법을 사용하였다. 구체적으로 광산구 관련 자료 검토, 주요 이해관계자와의 심층 인터뷰, 현장 방문 등 다양한 방법을 사용하였다. 분석 범주는 공간적 요인, 리더십 요인, 참여자 요인, 전략적 요인, 수단적 요인, 학습 요인 등 6가지 발전요인과 갈등요인으로 구성되며 전체 요인간의 관계를 분석하였다. 분석결과, 지역복지의 가치와 철학에 초점을 둔 혁신리더와 더불어 참여자들이 지역에서 실험을 하였고 다양한 수단을 통해 효과가 극대화되었음을 알 수 있었다. 연구의 결과는 기초자치단체 복지공동체에 대한 심층적인 이해를 제공하고 관련 쟁점을 논의함으로써 바람직한 발전요인 수립에 기여할 것이다. The purpose of this study is to investigate the development factors of the regional unit welfare community through the case of Gwangsangu in Gwangju metropolitan city. Case study method was used as a research method for this purpose. Specifically, various methods such as reviewing preliminary data related to Gwangsangu, in-depth interviews with key stakeholders, and field visits were used. The analysis category is composed of 6 factors such as spatial factor, leadership factor, participant factor, strategic factor, instrumental factor, learning factor and 1 conflict factor, and I analyzed the relationship between the factors as a whole. As a result of the analysis, it is understood that participants with an innovative leader focused on the value and philosophy of local welfare and experimented with it in the region and maximized the effect through various means. The results of this study will provide an in-depth understanding of local welfare communities and contribute to the establishment of desirable development factors by discussing related issues.
