[영문]In the late 1990s, a majority of states adopted policies linking welfare cash assistance to satisfactory school attendance. This article summarizes evidence from seven evaluations of school-attendance requirements prior to the passage of welfare reform in 1996. It also presents a case study of one California county’s postreform program. Programs that fail to accompany sanctions with case management resources do not significantly improve attendance. Further, these programs reinforce the faulty assumption that truancy, rather than illness, is the major cause of attendance problems. However, the use of attendance monitoring to trigger social service interventions has merit.
