이 연구에서는 사회복지서비스 이용자 참여의 특성과 구현방식을 살펴보기 위하여 영국의 대표적 가족 돌봄자 운동 조직인 Carers UK의 사례를 분석하였다. 이용자 참여의 주요 특성인 다양성, 도전, 네트워크, 가치 등을 중심으로 연구대상 운동 조직의 정체성과 실천을 분석하였다. 분석 결과 활동, 재원, 외부와의 관계에서 다양성을 확인하였으며, 가족 돌봄자의 경험에 근거한 ‘이용자 지식’의 창출과 이에 기반한 전문성과 영향력이 발휘되고 있음을 알 수 있었다. 또한 지역과 이슈, 서비스, 정체성 등에 기반한 다양한 네트워크가 돌봄자의 권리 옹호와 사회적 인식 개선에 핵심적 역할을 하고 있었으며, 돌봄자의 사회적 정체성과 돌봄의 사회적 가치를 인정받음으로써 보편적 시민적 권리를 확대하는 것이 돌봄자 운동의 최종목표이자 성과임을 확인하였다. 자발적 민간조직으로서의 돌봄자 운동의 실천과 영향력은 정부, 기업, 전문가집단과의 가버넌스 구축을 통해 가능한 것으로 분석되었다. 분석 결과를 기반으로 법적 및 정책적 요소, 전문가요소, 이용자 요소를 중심으로 가족 돌봄자 참여를 촉진할 수 있는 방안을 제언하였다. The study aims to explore the characteristics of social welfare service user involvement in the case of Carers UK, a national voluntary organization of family carers in UK. The identities and practices of the organization were analyzed based on the four major features of user involvement-diversity, challenge, networks, and values. As the result of the study, diversity of the organization was showed in activities, financial resources, and relationships with external organizations. Also ‘user knowledge’ created from caring experiences was functioning as a major source of the recognition and influence. Advocacy and social conscious for the rights of carers were developed due to the various networks based on local communities, issues and identities. Finally, it has gained recognition for the value of care as well as social contributions of carers, and promoted universal citizenship by representing explicitly the needs and voices of carers which were hidden in private family relationships. Effective governance system made it possible that the organization had equal relationships with local governments, corporations, and professionals. Suggestions were made for promoting participation of family carers as service users focused on policy, professional, and user constituent.
