외국 연금개혁에서 사적연금의 재구조화는 사회정책에서 중요한 주제였으나, 우리나라 퇴직연금은 사회정책에서 간과되어 온 제도였다. 본 연구는 퇴직연금제도가 경제정책과 사회정책의 양면성을 모두 가지고 있는 제도라는 점에서 출발하여 현재의 퇴직연금제도의 사회정책적 기능을 소득보장 부문을 중심으로 분석한다. 분석 결과, 한국의 퇴직연금 제도의 적용, 급여수준, 급여지급방식, 급여결정방식, 수급권보장 등의 소득보장 부문의 경우, 제도의사회정책적 기능인 노후소득보장기능보다는 금융시장활성화 측면에서 설계되어 있으며 그러한 경향은 계속되고 있다. 이는 그동안의 퇴직연금 논의 자체가 금융이해당사자들의 주도로 이루어졌기 때문이다. 외국의 경험처럼 퇴직연금 분야에 대한 사회정책적 기능의 확대에따라 앞으로의 퇴직연금의 성격은 크게 달라질 수 있다는 점을 고려하여 사회정책 분야에서의 추가연구가 필요하다. Reorientation of private pension in the pension reform has been an importanttheme in the western social policy but, the Korean occupational pension has beenoverlooked in social policy sphere. Starting from an awareness of the issues thatoccupational pension has the interface between economic and social policy, thispaper examines social policy functions of the current Korean occupationalpension. The analysis shows that income security-coverage, benefit level, benefitform and entitlement security-in the Korean occupational pension was structuredfrom a point of view of financial market activation rather than old age income security-social policy function. This distortion is because finance stakeholder haveplayed a leading role for occupation pension debate. Considering that the rolesand functions of occupational pension can be different whether occupational pensionsstrengthen the social functions or not, it is necessary to be interested in occupationalpension in the social policy sphere.
