이 논문은 다음 두 개의 질문에 관한 것이다. 첫째, 복지국가가 지향하는 평등은 구체적으로무엇에 대한 것인가? 둘째, 복지국가는 소득 불평등을 실제로 감소시켜 왔는가? 사회경제적평등은 현실의 정책에 있어서 소득분배의 평등을 의미한다. 첫 번째 질문과 관련해서, 복지국가의 사회정책이 지향하는 평등이 종종 사회권적 동등성으로서의 평등과 분배적 이상으로서의 평등 사이에서 혼동되어 왔다는 점을 지적하고, 평등의 원칙이 복지국가의 사회정책에서 어떻게 현실적으로 구현되어 왔는지를 고찰하였다. 또한 소득배분에 있어서의 이상적 상태로서의 평등이 현실적으로 바람직한 것인가 혹은 달성 가능한 것인가를 논의하면서, 사회정책이 지향하는 목표가 궁극적으로 평등이라기보다 빈곤완화라면, 실질적 목표는 어떻게구성되어야 하는가를 논증하였다. 두 번째 질문에 대해, 복지국가의 사회정책들이 소득 불평등을 실제로 완화시켜 왔는지를 경험적으로 분석하였다. 한국을 포함하여 OECD국가들에 있어서 복지지출이 GDP에서 차지하는 비율은 일관성 있게 증가해 왔음에도 불구하고, 대부분의 국가에서 소득불평등이 감소 했다는 증거는 찾을 수 없으며, 정부 사회지출의 효율성은 정치적으로뿐 아니라, 경제적으로도 심각한 도전을 받고 있다는 점을 논증하였다. 이러한 논의를 통해, 사회경제적 평등을 지향하는 사회정책 수립과 실행에서 반영되어야 할 요소들로 생산력, 상호의존성, 그리고 권력을 제시하였다. This article tries to answer the following two research questions: What is equalitythat social policies of the welfare state aim for all about?; Have welfare states reducedthe inequality in reality? Socioeconomic equality means the equality in incomedistribution in welfare policies. Regarding the first question, the authorpoints that equality has been often confused between equality of social right andequality as distributive ideal and review how equality principle has been taken intoaccount to the social policies of the welfare states. Regarding the second question, this article analyzes how social welfare states havereduced income inequality empirically. Including South Korea, in almost OECDcountries, while social expenditures have consistently increased during last decades,evidences that income inequality was reduced were hardly found. The authorshows that welfare states are being challenged politically as well as economically inpolicy efficiency. In this article, three critical factors-production capability, intedependence,and power-should be regarded in establishing and implementingsocial policies aiming for the socioeconomic equality.
