베이비붐 세대 중고령층이 조기에 주된 일자리에서 퇴직하면서 자영업의 과잉진입과 조기폐업 등이 사회적 이슈가 되고 있다. 또한, 중고령층의 자영업 실패가 불안한 노후로 이어지는 것에 대한 우려도 높아지고 있다. 이와 관련하여 자영업 진입이나 퇴출과 관련된 연구들과, 노후소득보장이나 빈곤 등에 관한 연구들이 진행되었다. 하지만 자영업의 동태적인 경험이 이들의 복지인식에 어떠한 영향을 미치는지에 대한 연구는 수행되지 못하였다. 사회정책이 국민의 지지가 중요한 변수이며, 핵심적인 유권자 계층인 중고령층의 상당수가 자영업을경험한다는 차원에서 이들의 복지인식은 복지국가 정치적 지속가능성에 중요한 함의를 가진다. 이에 본 연구에서는 2007년 경제위기라는 특수적 상황 이후인 2008년과 2009년에 새롭게 자영업에 진입한 이들의 사회경제적 특성을 한국노동패널과 한국복지패널을 통하여 파악하고, 이러한 경험이 이들의 복지인식에 어떠한 변화를 주었는지를 추적하고자 한다. 새롭게 자영업에 진입한 이들의 변화를 지속적으로 자영업에 있었던 집단 및 상용직에 있었던 집단과 비교함으로써 자영업 경험이 주는 복지인식 변화를 명확히 하고자 한다. 본 연구를 통해서 자영업의 불안정성을 파악하고, 사회정책의 사각지대에 놓인 자영업의 경험이 사회정책에 대한 부정적 인식을 강화시킴을 규명하였다. The early retirement from the primary job and the excessive entry to the self-employmenthas become one of the serious social problems. After the excessive entry,it is reported that many of them failed their business, which would lead to the economicinsecurity of their old-age. Much has been written about the entry and theexit of the self-employment, but there are few studies on how the vulnerability ofthe self-employed has influenced their welfare attitudes. Given that the politicalsustainability of the welfare state relies on people’s supports and many of middleand older people have experienced self-employment, it is important to research theeffect of self-employed experiences on welfare attitudes. In this context, this researchaims to analyze experiences of the new self-employed after the financial crisisin 2007 and to analyze how these experiences have affected their welfareattitudes. It will use the Korean Labor Panel and the Korea Welfare Panel for theanalysis. This study will discuss the vulnerability of the self-employed and will arguethat the experience of the self-employed tend to decrease welfare supportsrather than increase.
