이 연구는 국민연금 기금 투자에서의 공공성을 역사적 관점에서 분석함으로써 연기금의 성격논쟁이 벌어지고 있는 현 시점에 대한 함의를 도출하고자 하였다. 초기 기금 투자전략의핵심은 공공성 원칙이었고, 구체적인 실현 방식은 주로 공공부문에의 예탁이었다. 이 연구는 공공성이 한국 사회에서 어떤 방식으로 해석되고 현실화되어 전개되었고, 어떤 지점이왜 어떤 방식으로 비판받았으며 결과적으로 연기금 운용에서의 ‘공공성’이 어떻게 변화해왔는가를 분석한다. 이 과정은 한국 사회의 역동적 변화에 따라 정부, 시장, 시민사회가 ‘공공성’에 대한 상이한 이해를 발전시키면서 상이한 요구를 해오는 과정으로 해석할 수 있다. This study analyzed the dynamic changes of “publicness” in the public pension fund investment strategy from a historical perspective. At the beginning, the publicness was one of the core principle of fund investment strategy in the form of depositing in the government budget. This study revealed how the publicness was interpreted and realized in public pension fund investment, why it was criticized and how it has changed over time in South Korea. This process shows that the government, the market and the civil society have each developed the different understanding on publicness. It also provides us an implication on the current argument over the characteristics of public pension fund.
