The Impact of State Tobacco Control Program Funding Cuts on Teens’ Exposure to Tobacco Control Interventions: Evidence From Florida

This study explores the impact of dramatic budget cuts to the Florida Tobacco Control Program (FTCP) on Florida teen exposure to tobacco control interventions. Survey data collected from 12 to 17-year-old teens in Florida were compared with teens nationwide. Survey data monitored exposure to tobacco countermarketing, school and community organizations, and in-school prevention curricula after successive budget cuts to the Florida Tobacco Control Program from $71M (1999) to $39M (2000) to $1M (2004). Following the 2004 budget cut, there were significantly greater declines in teens’ exposures to tobacco counter-marketing campaigns in Florida compared with the remainder of the United States (odds ratio, 0.42; p qqqlt; .001).
