본 연구는 사회적 돌봄에 대한 공동체적 방식이 특정한 공동체 활동만을 의미하는 것이아니라, 돌봄생산 방식에서 표준적 관료제와는 대비되는 하나의 관점이라는 점을 명백히 하고자 하였다. 돌봄의 휴먼서비스로서의 특성으로 인해 공동체적 접근이 강조되고 있지만 관료제적 공급이 갖는 문제를 수정, 보완하는 대안적 접근으로서 이해되기 보다는 특정 분야, 특정 집단에게 한정되는 자발활동으로만 이해되어 왔다. 휴먼서비스 공급에서 관료제적 접근이 갖는 한계를 보완할 수 있는 유용한 관점으로서 공동체적 접근이 자리매김할 필요가 있다. 이에 본 연구에서는 공동체적 접근이란 어떠한 관점을 의미하는지, 어떠한 속성이 핵심적인지를 검토하였다. 사회적 돌봄에 대한 공동체적 접근의 핵심적 속성인 지역성과 참여성의 개념과 특성을 검토하여 유형화를 시도하였다. 지역성 고려방식에 따라 3가지 유형(미고려, 지리적 장소로서 고려, 공동체 기반으로서 고려), 참여의 속성과 방식에 따라 3가지 유형(제도내 비자발 참여, 제도내 중간자발 참여, 제도외 완전자발 참여)을 제시하였다. 이러한 유형화는 지속가능하고 효과적인 사회적 돌봄체계 설계에 활용할 수 있는 준거가 될 수 있다. 인접 유형 간 상호침투성이나 이동가능성을 증진할 수 있는 정책방안이 마련되어야 한다는 점을 제안하였다. Although a community approach is highly stressed in the social care policy, the approach has not been considered as an alternative perspective that ameliorates the problems of bureaucratic social care provisions. Rather, a community approach has been taken into account as the voluntary activity limited to the special care area and groups. As a result, a community approach is not located in a meaningful policy instrument complimenting the limitations of standardized human service provisions. The main purpose of the study is to clarify the alternative positions of a community approach as a counterpart of standardized bureaucratic approach in the social care field, not just a voluntary activity. The study attempts to define the main concepts and characteristics of the community approach. Community as a field of production and capacity holder for the social care is the core characteristic of the community approach. Also, the participation of care subject is the other core characteristic of the community approach. Current social care provisions can be classified as three different types according to the types of community-centeredness, and also classified as three types according to the level of participation. These classifications can be utilized as the reference framework for establishing the sustainable and effective social care system.
