세월호사고(2014.4.16)로 촉발된 국가재난대응체계에 대한 전반적인 재편논의가 촉발된 시점에바로 연이어 발생한 서울 도시철도 추돌사고(5.2), 고양시외버스 터미널화재(5.26), 장성 요양병원화재(5.28) 사고가 발생하였다. 이러한 일련의 사고들은 지방자치단체들의 재난 대비 역량에 대한체계적인 논의가 필요함을 우리 모두 인식하게 되는 계기가 되었다. 이러한 시점에 본 연구는지방자치단체들의 재난대비 역량을 체계적으로 점검할 수 있는 재난 대비 역량지수의 필요성을제시하면서 그 실험적 안전지수로서 소방안전지수라는 개념을 제시해 보았다. 안전행정부(2014)에따르면, 우리나라의 재난 발생빈도 및 그 발생건수는 자동차사고를 뒤이어 소방사고(화재)에 의한피해가 가장 크다. 또한 최충익(2013)의 지적과 같이 서울시와 같은 대도시의 출현에 따른 도시화와인구밀집은 화재 재난 대비 역량이 매우 중요시 되고 있다. 이러한 이유로 소방안전대응역량을 본연구에서 제시하였다. 특히 본 연구는 도시화에 따른 지방정부 특히 서울시라는 대 도시 지방정부의소방안전 대응 역량을 측정하고 도심지 특성에 따라 대응 역량지수가 어떻게 달라지는 지를 “소방안전지수”라는 개념으로 설명해 보았다. 그리고 이러한 분석결과를 바탕으로 정책적인 시사점을 도출하고제시 하였다. 나아가 이러한 연구 결과를 바탕으로 향후 국가 재난 대응 관리 역량을 체계적으로측정 관리 할 수 있는 국가재난 관리 지수의 발굴의 필요성을 제언해 보는 바이다. The Sewol ferry disaster (April, 16. 2014.) evoked the need to redesign of National DisasterManagement System in Korea. Furthermore continuously occurred serious accidents(e.g. Jangseongcare hospital fire accident, Goyang bus terminal fire accident) after the Sewol ferry disaster alsocould be a trigger to be made a social agenda on rebuilding the local government’s disastermanagement system. This paper try to strength the importance of measurement and index tocheck and assessment on disaster management capability of local government. So this paper makesan idea and experimentally suggests the ‘fire safety index’ to measure and examine the localgovernment’s disaster management capability. The analysis scope of this paper focused on theSeoul Metropolitan City because of its sensitive on fire safety for high urbanize and people density. This paper measure and assess the fire safety capability of the Seoul Metropolitan City and explaintheir unique characters. also we are try to explain the differences of local government’s fire safetycapability by their urban environments with the fire safety index which is designed by this paper. This paper try to summarize and index the fire safety of the Seoul Metropolitan City and suggestsome policy implementations for local government to enhance the disaster management capacity. Lastly, we hope this paper can be a trigger to involve many sequence studies on national disastermanagement system.
