사회보험 사각지대를 해소하기 위하여 10인 미만 사업장에 종사하는 저임금 근로자와 사업주가 부담하는 사회보험료 일부를 지원하는 정책이 시행되고 있다. 이 글은 사회보험이 경험재의 성격을 가질 수 있음에 주목하여 사회보험료 지원정책의 잠재적 효과를 평가하였다. 사회보험료 지원정책의 수혜 요건을 충족하는 대상자를 식별하여 고용보험에 신규로 가입한 집단과 가입하지 않은 집단으로 나누어 일정 기간 이후에 사회보험 가입 확률이 어떻게 변화하였는지를 비교분석하였다. 고용보험 가입 경험, 특히 신규 가입 경험은 고용보험 재가입 확률을 유의하게 높이는 것으로 나타났다. 이는 사회보험료 지원정책이 신규 가입률을 높일수록 사회보험 사각지대 해소 효과가 커질 수 있음을 의미한다. Although social insurance has been extended to all workplaces, non-compliances are still widespread. To promote registration for social insurance, Korea introduced a program to subsidize social insurance contribution for low-wage workers in 2012. This paper evaluates the potential impact of the new subsidy program. Because the relevant data on both recipients and non-recipients is lack, I construct panel data of the eligible workers for the subsidy. Dividing the registered and the non-registered among the eligible workers, I investigate which the experience of registering the social insurance scheme increases the likelihood of re-registering at the new job or not. Empirical results show that the new subscription has the positive effect on re-registering of social insurance scheme. They implies that the subsidy policy can contribute to reducing informal work.
