Current Public Disability Benefits and its Limitations: Focusing On Public Sector In Korea

Social security refers to a program that provides service and financial support to improve people’s standard of living and protect them from social harms such as childbirth, nurture, unemployment, aging, disability, illness, poverty, and death. Although Korea has a disability benefit system, which is a type of a social security plan, it is highly likely that a disabled person will go through a mid- to long-term poverty because the benefit level is inadequate and the delivery system is weak. In this context, the specific research question is as the following: First, what is the current status of Korea’s disability benefit system? Second, is the delivery system of the Korea’s disability benefit system desirable compared to that of the theory of welfare service? Third, is the Korea’s disability benefit amount appropriate considering the goals of social security plan? Fourth, does public disability benefit secure the minimum standard of disabled persons’ life? According to the results of this study, if government wants to achieve its original goal through the public disability benefit system, the benefit amount must be increased. Also, the lack of appropriateness, integration, diversity, and durability in disability benefit delivery system needs to be compensated.
