초록
목적: 본 연구는 장애 특성이 반영된 수요자 중심의 장애인 직업재활시설 유형 개편 모형을 제안하는데 있다. 연구방법: 본 연구의 목적을 달성하기 위해, 국내 장애인 직업재활시설의 변화 및 현황을 살펴보고, 경기도 장애인 직업재활시설(보호작업장)을 대상으로 직업재활시설 유형 개편 위한 설문조사를 실시하여 현 문제점 및 주요 쟁점사항을 분석하였고, 이를 토대로 ‘장애인 직업재활시설 모형 방안’을 도출하였다. 연구결과: ‘장애인 직업재활시설 모형’을 통합형 장애인 직업재활시설 모형(훈련과 임금 및 고용 서비스 통합형)과 분리형 장애인 직업재활시설 모형(훈련, 임금 및 고용 서비스 분리형)으로 구분하여 제안하였다. 결론 및 제언: 장애인 직업재활시설 확대 및 유형 변화에 따른 명확한 운영지침 및 법률적 근거 마련, 시설유형에 적합한 인력 및 운영예산 지원이 필요하며, 이를 통한 제언으로는 전환기 기관으로 장애인 직업재활시설의 활용 및 신설, 궁극적으로 훈련과 임금 및 고용서비스를 통합된 기관에서 제공되어야 하겠다.
This study aims to investigate to what extent the types of injured workers’ return to work influence their life and job satisfactions. To examine this, the current study is based on the first panel study of workers’ compensation insurance (PSWCI). Results are shown as follows. First, injured workers who return to the same work have higher satisfaction in their life and job rather than those who have new jobs. In particular, demographic factors (e.g., gender, education and marriage) also show the difference in life and job satisfactions. Injured male workers who return to the same work have higher job satisfaction, but not those who have new jobs. Both injured college-graduated workers and injured married workers who return to the same work have higher job satisfaction, but not those who have new jobs. Injured single workers further are satisfied in returning to work in same work places. Second, the condition of employment (e.g., working time and job positions) influence satisfaction of injured workers’ job retention. For example, injured workers - employed as regular or full time workers - who return to the same work have higher stratification than those who do not. When injured workers employed as part-time or temporary workers have new jobs, they have more satisfaction. Findings from the results show that different types of return to work by injured workers could influence their life and job satisfactions. Thus, workers’ compensation insurance needs to pay considerable attention to the types of return to work by injured workers and further provide appropriate compensation (e.g., medical service) for injured workers’ job retention.
