장애인을 위한 정당한 편의의 중요성은 미국장애인법(Americans with Disabilities Act, ADA), 영국평등법(Equality Act), 우리나라의 「장애인차별금지 및 권리구제 등에 관한 법률」 등 여러 국가의 법률에서 규정하고 있다. 이러한 법률에서는 시험편의의 구체적인 대상, 범위, 내용 등을 제시함으로써 장애인이 교육·직업·일상생활 등 모든 사회 환경 속에서 차별받지 않고 정당하게 시험편의 서비스를 제공받을 수 있도록 규정하고 있다. 그러나 현실적으로 아직 장애인 응시자들은 채용·자격시험과 관련해 정당한 시험편의를 받지 못하는 경우도 있다. 이러한 이유로 본 연구에서는 장애인을 위한 시험편의와 관련된 전문가의견조사와 포커스그룹인터뷰를 실시하여 시험편의 제공 주체, 시험편의의 내용·대상·방법 등과 관련된 현 제도나 정책의 개선점을 도출하였다. 조사 결과에 의하면 장애인 응시자를 위한 시험편의는 의료적인 장애 등급에 의해서 결정되기보다는 장애인의 상황에 맞는 시험편의가 제공되어야하며, 획일화된 시험편의에서 벗어나 장애인의 환경을 고려해 시험편의의 종류를 결정하는 것이 가장 중요하다. 장애 전문가 및 당사자들의 의견은 향후 장애인 응시자를 위한 시험편의의 개선에 기초적인 자료가 될 것으로 기대된다. The importance of reasonable accommodations for people with disabilities has been stipulated in many laws and regulations such as the Americans with Disability Act in the United States, Equality Act in the United Kingdom, and Disability Discrimination prohibition Act in South Korea. Based on the laws, people with disabilities could be provided with reasonable test accommodations and enjoy equal treatments in all aspects of society through the stipulation of detailed types and targets of the test accommodations. However, many applicants with disabilities actually do not receive appropriate or reasonable test accommodations related to the employment and certification examinations. For the improvement of current policies and services on the test accommodations for applicants with disabilities, the current study investigated and analyzed issues and implications related to test accommodations through the expert interviews and focus group interviews. On the basis of results, types of test accommodations should be determined through the consideration of environment around applicants with disabilities, not the types of disability or medical classification. The results and implications could be utilized as basic information for the future development of the test accommodations for applicants with disabilities.
