연구문제 : 사회적 약자로 대표되는 장애인의 독립적 생활을 영위하고 건강한 사회 구성원으로 자리매김할 수 있도록 돕는 것은 사회가 해야 할 중요한 과제라고 할 수 있다. 장애인에게 있어 고용은 노동을 통한 자아실현과 경제활동을 통한 자립기반 확보와 직결된 중요한 문제이다. 또 장애인 고용률을 높이는 것은 복지 정책적 측면 뿐 아니라 국가 발전과 사회 경쟁력 확보를 위해서도 필수적이다. 우리나라의 경우 2030년 이후에는 생산의 주체인 노동인구의 극심한 공급부족으로 인하여 고연령자, 여성, 장애인 등 종래 고용에서 소외되었던 사람들이 대안이 될 수밖에 없을 것이며, 이에 대한 정책적 지원이 필요하다. 그러나 이를 위해서는 새로운 고용형태를 통한 일자리 창출 등이 마련되어야 한다. 연구방법: 고용부담금 활용재고를 위해 선행연구를 분석하고, 일본에서 실시되고 있는 취업지원 사례를 통해 우리나라 적용 및 활용가능성을 모색해본다. 결론 및 시사점: 고용부담금 재원 활용을 통한 복지와 노동 간 연계 및 협력 구축과 새로운 모델 시도화를 제안하였다. Objectives: It is an important task for society to help people with disabilities to live independently and to become healthy members of society. Employment for people with disabilities is an important issue linked directly to securing a self-sustaining, on the basis of self-realization and economic activities through labor. In addition, raising the employment rate of people with disabilities is necessary not only for an aspect of welfare policy, but also for the development of the country and the competitiveness of society. In the case of Korea, after 2030, people who were alienated from conventional employment such as elderly people, women, and disable people would be an alternative because of the extreme supply short age of the working population which is the subject of production. Therefore, policy support will be needed. However, to that end, job creation through new forms of employment should be prepared. Method: In this research, we analyze previous studies on the utilization of the employment quota system, introduce case of employment support for the people with disabilities in Japan and explore the possibility of our utilization and application in Korea. Conclusions and Implication: Proposed a new model for establishing cooperation and linked system between welfare and labor through utilization of the fund for employment quota system.
