개인의 의지와 독립적으로 주어진 사회경제적 환경에 따라 성취 전망의 우열이 결정될 때 기회불평등이 존재한다고 본다. Lefranc et al.(2008)에서와 같이 어떤 환경에서의 성취의 전망을 그 환경 하에서 개인의 노력수준에 따라 얻어지는 다양한 소득수준들의 분포함수로 이해하고, 상이한 두 환경이 나타내는 소득분포들 사이에 제1차 혹은 제2차 확률지배관계가 존재할 때, 제1차 혹은 제2차 기회불평등이 존재한다고 할 것이다. 1998년에서 2015년에 걸친 한국노동패널자료의 분석 결과, 가구주의 학력과 소득이라는 두 환경 변수 모두에 있어서 좋고 나쁜 환경 수준 간에 소득 성취의 기회불평등이 존재하는 것으로 나타났다. 기존의 미국과 유럽 주요국에 대한 분석결과와 비교할 때 우리나라는 기회불평등이 뚜렷하게 나타나는 미국, 프랑스, 이탈리아 등과 유사하고 기회불평등이 존재하지 않거나 미미한 스웨덴, 노르웨이, 독일 등과는 상이한 것으로 나타났다. The equality of opportunity holds when people who have the same ability and ambition face the same prospect of achievement regardless of their socio-economic circumstances. Following Lefranc et al.(2008), the first (or second) order inequality of opportunities prevails between a pair of circumstances if there is the first (or second) order stochastic dominance between the two conditional distributions of income (conditional on the two circumstances). We investigate inequality of opportunities in Korea over the period 1998-2015 using the Korean Labor and Income Panel Study. Using father’s education or job class as circumstances, our empirical analysis shows that inequality of opportunities in income acquisition between advantaged and disadvantaged circumstances prevails throughout the whole period. The comparison with Lefranc et al.(2008) shows that inequality of opportunities in Korea is similar to that of US, France, and Italy, where inequality of opportunities strongly exists and different from that of Sweden, Norway, and Germany where inequality of opportunities does not exist or is insignificant.
