[영문]Present-day consumption oflittle cigars rivals that of theearly 1970s when sales of littlecigars boomed. This boomwas largely attributed to RJReynolds, and documents revealhow and why they becamea powerful force in littlecigar sales. RJ Reynolds designeda little cigar, Winchesters,for cigarette smokers andproduced one as close to a cigaretteas legally possible.Initially, RJ Reynolds intendedto capitalize on the cigarette advertisingbroadcast ban, but theprice and tax structure wasmore critical to Winchester’ssuccess. Today, the tobacco industryis fighting again to sustainits unique application of federaldefinitions for little cigars.Regulatory efforts are needed toclose taxation loopholes for thelittle cigar
