[영문]Establishing the Medicare Program in1965 led to greater access to care for millionsof Americans. Yet, until the mid-1980sMedicare spent minimal efforts measuringor improving quality. Since that time,the Health Care Financing Administration(HCFA), later called CMS, has led manyefforts to measure, publicly report, andwork with providers to improve care. In2005, policymakers seek to build incentivesfor improved quality into the payment system.This policy is critical for encouragingimprovement and rewarding investment.Future efforts need to look beyond individualprovider settings to encouraging improvementfor patients receiving care in multiplesettings, and at home.
