본 연구는 통일 후 북한지역 생계급여의 적용방안 및 재정추계 결과를 제시하고자 한다. 북한의 생활수준을 고려할 때, 통일 후 생계급여에는 막대한 재정이 투입될 것으로 예상되며, 이것은 특히 남한 근로세대의 부담이 될 수 있다. 이에 생계급여의 적용 원칙을 마련하며, 생계급여의 재원규모를 추계하는 등 사전 대비가 필요하다. 이를 위해 먼저 통일 후 북한지역 생계급여 재정추계에 관한 기존 연구들을 비판적으로 검토하였다. 다음으로 통일 전 서독과 동독의 사회부조제도와 생계부조지원을 살펴본 후 통일 이후의 통합과정과 재정소요를 분석하였다. 이어서 동서독 사회부조제도 통합의 경험을 바탕으로 통일 이후 북한 지역에 적용할 생계급여 10대 적용원칙을 제시하였다. 또한 생계급여의 급여내용, 급여대상, 급여수준 및 추계기간과 시간에 따른 변화 가정을 기준으로 하여 재정추계를 실시하며, 그 결과를 최소가정, 중립가정, 최대가정으로 구분하여 제시하였다. The purpose of this study is to present the application of the livelihood benefit in North Korea and the result of the financial estimation after unification. Considering the living standard in North Korea, it is expected that enormous financial resources will be required to effect a post-reunification livelihood benefit, which can especially burden South Korean workers. Therefore, it is necessary to prepare the principle for applying the livelihood benefit and to proactively estimate the financial resources of the livelihood benefit. In this study, the current status of research regarding the financial estimation of livelihood benefit in North Korea after reunification was critically reviewed. Next, we reviewed the German case on the changes in the subsistence aid and the related financial expenditure. Also, based on experiences with the process of integrating East and West German public assistance post-reunification, we proposed ten principles for applying livelihood benefits to North Korea. In addition, financial estimates were made with assumptions about the ‘benefit contents’, ‘target’, ‘level’, and ‘period of livelihood benefit and change over time’. The results were classified into minimum, neutral and maximum estimates, respectively.
