초저출산 타개책은 없나동아시아·유럽 석학 머리 맞댄다

        -동아시아 초저출산 장기화 국면최근 유럽 국가들도 출산율 하락

       -125~6일 서울 상공회의소 개최··대만·유럽 전문가들 총출동

       -보사연 동아시아와 유럽국가 간 상호이해 통해 효과적 정책 강구 기대

 

동아시아 및 유럽의 석학들과 국내 전문가들이 한 자리에 모여 동아시아 국가에서 장기화되고 있는 초저출산 문제에 대해 논의한다. 아울러 경제 위기와 함께 최근 변화를 보이고 있는 유럽 국가의 출산 현황에 대해서도 짚어본다.

 

한국보건사회연구원(원장 조흥식, 이하 보사연)동아시아 초저출산 현상의 장기화: 결혼과 출산 생애의 변화를 주제로 125일과 6일 양일간에 걸쳐 서울 상공회의소에서 국제세미나를 개최한다고 밝혔다.

 

첫날인 5일에는 조흥식 보사연 원장의 개회사와 양성일 보건복지부 인구정책실장의 축사가 예정돼 있다. 이날 세션 좌장은 한양대학교 김두섭 교수가 맡았다.

 

오전 세션에는 유럽의 결혼과 출산 생애의 변화라는 주제로 토마스 소보트카(비엔나 인구연구소/비트겐슈타인 인구와글로벌 인적자본센터) 박사가 출산율 동향과 반전: 템포, 교육 및 사회적 체계의 역할‘, 로랑 툴몽(프랑스 국립인구연구소) 박사가 프랑스의 무자녀 현상과 출산 의도: 질적 조사 결과’, 트루드 라퍼가드(오슬로 대학교) 교수가 최근 북구 유럽 국가의 출산율 하락과 정책적 시사점을 각각 발표하고 최근 유럽 국가에서 나타나고 있는 결혼과 출산 변화에 대해서 논의한다.

 

오후 세션은 동아시아의 결혼과 출산 생애의 변화라는 주제로 신윤정 연구위원(보사연)한국의 사회경제적 출산율 격차: 기간 및 코호트 분석’, 세치야 후쿠다 박사(일본 사회보장인구문제연구소)일본의 결혼과 유배우 출산율의 최근 동향’, 옌신 앨리스 첸(중앙연구원 사회학연구소) ‘대만의 출산율 변화: 성별 및 학력별 격차가 감소 혹은 다양화되고 있는가?’를 발표함으로써 동아시아 국가들에서 변화하고 있는 결혼과 출산 생애와 장기화되고 있는 초저출산에 갖는 함의를 논의한다.

 

6일 오전 세션은 유럽 국가를 대상으로 수행하고 있는 패널 조사인 ‘Generation & Gender Programme(GGP)’에 대한 워크숍 형태로 진행한다. 이날 좌장은 프랑스 국립인구연구소의 롤랑 툴몽 박사가 맡는다. GGP의 연구책임자인 Anne Gauthier 교수(네덜란드 학제간 인구연구소)저출산, 정책 그리고 비교 가능한 국가별 자료 구축의 필요성을 발표 한 후, 졸트 스페더 (헝가리 인구연구소) 박사가 ‘GGS 패널 자료를 활용한 단기 및 가족 규모에 대한 의도와 출산을 주제로 GGS 자료를 활용한 최근 유럽 연구의 사례를 설명한다. 마지막으로 스튜어트 지텔-바스턴은 아시아 국가에서의 GGS’를 통해 아시아 국가를 대상으로 GGS를 수행하는 방안에 대해 발표한다.

 

이번 세미나 토론에는 각 세션 발표자와 함께 이상림 연구위원(보사연), 이소영 연구위원(보사연), 류삼현 교수(동국대)가 토론자로 참석한다. 세션 마무리 후 동아시아 및 유럽 학자들의 상호 협력을 통한 국제 공동 비교 연구의 발전 방향과 향후 계획에 대해서도 논의할 예정이다.

 

보사연은 동아시아 국가들에서 장기화되고 있는 초저출산 현상 그리고 경제 불황과 함께 유럽 국가에서 대두되고 있는 출산율 하락에 대한 이해를 통해 효과적인 정책 방안이 강구되기를 기대한다고 밝혔다.
