본 연구는 사회복지시설평가에 대한 한계를 직시하고, 지역사회복지관이 성장 발전하기 위해서 성과는 자체적으로 반드시 관리되어야 하며 성과가 조직 자체적으로 관리되기 위해서 성과는 반드시 측정되어야 한다는 원칙하에 지역사회복지관 성과관리측정을 위한 척도를 개발하고 개발된 척도가 타당도를 확보하고 있는지를 검증하는 것을 목적으로 한다. 기존의 사회복지관 성과관리측정에 관한 연구에서 영리조직에서 주로 활용하였던 BSC, DEA, SERVPERF 또는 SERVQUAL 모델을 그대로 답습하여 나타난 문제점을 인식하고, 지역사회복지관의 성과를 측정할 수 있고 신뢰할 수 있는 타당한 사회복지관 성과관리측정척도를 개발하는 것을 목적으로 한다. 이를 위해 선행연구를 바탕으로 성과관리측정영역을 면밀히 분석한 후, 성과관리측정도구를 새롭게 제시하면서 그 활용성을 검증하였다. 연구결과는 다음과 같다. 첫째, 탐색적 요인분석을 통해 지역사회복지관 성과관리측정척도의 요인구조를 개발하였다. 둘째, 요인구조의 경험적 타당도를 확보하기 위하여 모형을 수립하여 확인적 요인분석을 실시하여 모형적합도의 유의미한 결과를 확인하였다. 셋째, 타당도 분석을 통해 수렴타당도 및 판별타당도 평가를 실시하였다. 평가 결과 잠재요인 신뢰도 값(CR)은 .884이상, 평균분산추출값(AVE)은 .720이상, 상관계수 제곱은 .373으로 모두 정적인 상관관계를 보였으며, 표준오차추정구간값은 .629 및 .593으로 지역사회복지관 성과관리척도의 9개 변수들 간에 동일하다는 가설을 기각함으로써 수렴 및 판별타당도를 확보 하였다. 따라서 본 연구에서 제시한 지역사회복지관 성과관리척도가 타당도를 확보한 유의미한 척도인 것으로 실증적으로 입증되었다. The purpose of this experimental study is to examine the validity on the developed scale to measure the performance management of the community welfare center. This scale could to contribute as a management tool for monitoring and measuring the level of the performance of the center. Examining the validity of the performance management measuring scale, next four steps are performed. The first, through the literature review, a draft scale was developed and to be examined by focus group members who are working in 25 community welfare centers as a supervisor in DaeGu for construct validity. The second, the closed questionnaire was provided for total 412 welfare centers in nationwide and analyzed collected 198 questionnaires. The third, as a result of survey, the performance management measuring scale, which is composed of 23 indicators those are placed in 9 sub domains, of the community welfare center was developed. Finally, through the examine the CR(.884), AVE(.720) and two standard error interval estimate, the developed scale was proved in terms of the convergence and discriminant validity. The implication of this study is that the scale will be not only used for monitoring the criterion of the performance level, but also used for practical use to improve performance management level of the community welfare center.
