본 연구는 노인장기요양시설서비스 영역에서 비영리와 영리라는 조직특성의 차이가 조직운영과 서비스 제공양상의 차이로 이어지는지, 아니면 동질적인 행태로 수렴되는지를 분석하고자 한다. 비영리조직과 영리조직이 사회서비스 공급에서 차이를 갖는다는 한스만(1987)의 계약실패이론과 영리·비영리라는 조직특성을 막론하고 동일한 모습과 관행으로 변화한다는 디마지오와 파월(1983)의 신제도주의이론에 입각한 제도적 동형화(institutional isomorphism) 개념을 통해 분석초점을 구성하였다. 질적연구방법에 입각하여 15개의 노인장기요양시설을 선정하였고 원장, 사무국장, 사회복지사들을 심층면접하여 자료를 수집하였다. 연구결과, 영리·비영리라는 조직특성을 막론하고 요양시설의 상업화 양상이 발견되었으며 이를 노인장기요양서비스의 제도적 특성에 의한 장기요양시설의 동형화로 해석하였다. 노인장기요양시설의 차이는 서비스 질에 대한 인식과 실천에서 드러났다. 이 차이에는 영리·비영리라는 조직특성은 물론 전문직의 차이, 시설 규모, 자원의 크기, 시설의 역사성 등 여러 요인이 포함되어 있었다. 서비스 질과 관련한 차이는 상업화를 결과한 제도적 영향력과는 다르게 제도적 장치의 미비로 인한 취약한 제도적 영향력으로 인하여 발생한다고 해석하였다. This study aims to analyze differences in organizational management and service provision between non-profit and for-profit organizations in the long-term care market in Korea. A qualitative research method is adopted. Fifteen long-term care facilities including non-profits and for-profits are selected and CEOs, executive directors, and social workers at the facilities are interviewed. This study conducts a content analysis, guided by a conceptual framework of the institutional isomorphism and Hansmann’s contract failure theory. Main findings are: 1) commercial activities are pursued by management and workers in nonprofit organizations. 2) the boundary between non-profits and for-profits is blurred due to the transformation of non-profits, which can be explained by coercive isomorphism. 3) more subtle differences in characteristics of care services between non-profits and for-profits are found under the commercialized environments.
