본 연구는 사례관리실천현장에서 나타나는 딜레마의 현상과 그 원인에 대한 새로운 진단 속에서 대안을 모색하고자 수행되었다. 본 연구에서 딜레마를 둘러싼 상이한 진단의 핵심 논의는‘행위’와 ‘구조’로 규정하였으며, 이에 따라 기존연구에 대한 고찰과 실천가들의 경험을 분석하였다. 자료수집방법은 사례관리실천을 3년 이상 경험한 사례관리실천가 10명을 선정하여 초점집단 인터뷰를 사용하였다. 기존연구와 실천가들의 인식을 분석한 결과 딜레마의 원인을‘행위’에 초점을 두어 진단하고 있는 것으로 나타났다. 이와 달리 본 연구에서는 행위가 아닌 한국사회복지현실의 구조적인 조건들이 전제되지 않은 상황에서 현재의 딜레마는 해결되기 어려운 것으로 보고 있다. 이에 현 딜레마의 상황과 원인에 대한 기존 연구와 현장의 인식을 비판적 시각에서 조명하는 동시에 사례관리실천의 방향, 사례관리 실천가들의 역할 정체성과 실천전략에 대한 제언을 통해 대안을 모색하였다. Korea’s case management is faced with a dilemma of not being able to settle its cases. This study was executed to explore the dilemma in this case management practice, its causes, and an alternative solution to this dilemma. The study is organized into the frameworks of activity and structure. It focuses on the analysis of current studies and practitioners’ experiences. Data were collected from focus group interviews consisting of ten practitioners who have at least three years of experience with the case management practice. Current studies insist that the causes of the dilemma lie in activity-focused factors, such as social workers’ lack of professionalism and clients’ excessive demands. This study proposes that addressing the current structure of Korea’s social welfare, rather than the activity-focused factors, is the key to resolving the dilemma. This study seeks an alternative solution by analyzing current studies and critiques on the state and causes of the dilemma and opinions on the strategic direction of the case management practice and the role of the practitioners.
