본 논문은 현 박근혜 정부의 고용정책 중 하나로 추진되고 있는 ‘시간선택제 일자리’ 정책을 독일과 네덜란드의 시간제근로와 관련된 노동시장 활성화 정책들과 비교분석하여 시간선택제 일자리 정책의 내용과 효과를 분석 및 평가하고자 한다. 이를 위해 먼저, 시간제 일자리가 노동시장에 갖는 함의를 취업률 증진 그리고 불안정노동의 확대의 두 가지 관점에서 이론적으로 검토한다. 이어 본 논문은 독일과 네덜란드의 시간제일자리 정책의 구체적인 발전과정 및 정책내용을 분석하고 앞에서 제시한 두 가지 측면의 노동시장 변화를 살펴본다. 다음으로 박근혜 정부의 ‘시간선택제 일자리’ 정책의 도입배경과 정책 내용을 구체적으로 분석한 후, 마지막으로 세 국가의 시간제 일자리 관련 정책의 내용 및 정책범위, 시간제 근로자 처우, 지원내용 등으로 구분하여 비판적으로 논하고 정책 제언을 한다. 결론적으로, 현재와 같이 시간 제근로에 대한 선택에 제한이 있고 시간제 근로자에 대한 동등한 처우와 차별 금지가 불완전한 상황에서 ‘시간선택제’ 일자리 정책이 신규 일자리 지원 사업을 강조하는 데에서 그친다면 양질의 시간제근로에 대한 욕구를 가진 근로자를 유인하고, 고용주의 적극적 참여를 통한 취업률 증진을 기대하기는 어려울 것이다. This paper analyzes ‘Time Selective Job’ policy which has been newly introduced by the Park Geun-Hye government by conducting a comparative study on part-time work and labour market in South Korea, Netherlands and Germany. We first theoretically discuss on the relations between part-time work and employment rate and on the relation between part-time work and precarious labour market. Then we investigate the development and context of part-time related policies in Netherlands and Germany related it to labour market consequences. Next, we examine the development and context of ‘Time Selective Job’ and compare policies in the selected three countries with a focus on policy coverage, protection for the workers and related program together with the main context of the policy. In sum, this papers suggests that without a strong legal protection for equal working condition between full time and part-time employment and also legal guarantee for workers` right to ‘select’ working time, it is difficult to expect the time selective job policy in Korea to achieve its goal of increasing employment rate, not to mention the reduction of precarious labour market.
