본 연구는 여성새로일하기 정책네트워크의 구조를 파악하고, 정책의 주무 행위자인 여성가족부와 여성새로일하기센터의 네트워크 내 구조 성분을 유의한 계량적 자료를 산출하여, 정책의 성과와 비교함으로써 상호 연관성에 대해 성찰해보고자 수행되었다. 각 요인별 특성치를 산출하기 위해 네트워크 분석에 실효적인 사회연결망분석 방법과 분석을 위한 모든 데이터를 축출한 후 요인별로 2009년부터 2012년까지 추세를 비교해 연관 여부를 판단하는 탐색적 연구방법을 선용하였다. 그 결과, 여성새로일하기 정책네트워크는 밀도가 높고 규모가 크지 않으며, 특정행위자가 높은 위상을 가지고 상당한 수준의 중개자 역할을 담당하고 있는 구조로 확인되었다. 또한 분석대상인 여성가족부와 여성새로일하기센터가 관련 활동을 영위함에 있어 부각될 정도의 활발한 활동을 생산하지는 않았지만 높은 위상으로 중심적 역할을 수행하며 행위자들을 중개하는 활동에 매진하고 있었다. 그리고 각 요인들의 추세를 비교하여 여성가족부의 네트워크 내 기능보다 여성새로일하기센터의 위상과 매개역할 수행이 성과 창출에 더욱 필요하다고 판단하였다. This research provides an overview of the correlation between the network structure of the New Occupation for Women policy and its achievements using statistical analysis of the network portion of the New Occupation Center for Women in the Ministry of Gender Equality and Family, the main authority in charge of women's policies. We employed an exploratory research method to extract all relevant data for each factor and performed further social network analysis and analyzed the changing trends from 2009 to 2012 for each contributing factor. We concluded that the policy network of the New Occupation for Women policy is highly dense with a non-large network structure; furthermore, certain authorities have sufficient powers to intervene in almost all matters. Additionally, the Ministry of Gender Equality and Family and the New Occupation Center for Women hold high status and significant power, playing a major role in advancing policies and mediating interested parties. Finally, an analysis of each changing factor suggests that the New Occupation Center for Women should give greater emphasis to maintaining its high status and mediating role rather than functioning within the network of Ministry of Gender Equality and Family to achieve more.
