본 연구는 보육의 질 제고를 위해서는 보육공급의 대부분을 담당하고 있는 민간어린이집의 질적 개선이 중요한 관건이 된다고 보고, 그간 정부재정지원의 대상에서 제외되어온 민간어린이집을 정부재정지원 논의 안에 포함할 필요가 있음을 주장하였다. 민간어린이집 재무회계규칙 개정안을 둘러싸고 불거진 민간어린이집에 대한 정부개입에 관한 논의는 단순한 규제완화에 관한 것이 아니라, 민간어린이집에 대한 보육재정지원의 문제를 내포하고 있다. 본 연구는 이에 대한 논의를 진전시키기 위해서는 그 배경이 되는 상이한 관점과 논쟁점을 이해할 필요가 있다고 본다. 즉 민간어린이집에 관한 쟁점은 보육의 성격과 보육재정지원방식에 관한 논쟁의 연장선 속에 있기 때문에, 그 연관성에서 현재의 민간어린이집에 관한 정부개입의 문제를 이해할 필요가 있다는 것이다. 그간 보육정책 논의들은 보육의 공공성을 전제로 진행되어 왔으며, 이는 다수 민간어린이집이 사적 재산에 기반하고 있다는 이유로 정부지원대상에서 배제하는데 영향을 미쳤다. 그 결과 시설지원을 피하기 위한 수요자중심의 정책방향은 불가피하게 바우처지원방식을 정착시키고 무상보육으로 돌진하는데 기여했다고 본다. 본 연구는 정부의 막대한 보육예산의 증가에도 불구하고 여전히 보육 질 제고문제가 남아있음에 주목하여, 민간어린이집에 대한 재정지원과 이에 상응하는 합리적인 규제를 통해 민간시설의 운영내실화와 건전성을 도모하고, 보육 질 제고의 동기를 부여하는 방안을 적극 고려하지 않으면 안 된다고 본다. This study analyses the issues of whether or not the government should subsidize private child-care centers, and argues that the private child-care centers have to be included within the entities subsidies are to be directed; otherwise quality of child-care would not be guaranteed, because child-care is mostly provided for by them in accordance with strict standards set by the government. Many issues relevant to child-care have so far been discussed with focusing on its public aspects, namely the idea of public child-care as social service. In this regard, parents have been provided with voucher. Contrary to the public child-care centers, the private child-care centers have however been outside government subsidies due to their characteristics of private properties of the private entities running them, meaning that they suffer financial difficulties because fees levied on parents are not different from those of the public child-care centers, because of strict governmental standards. Despite huge public money put in child care, the quality of child care has therefore remained as a key issue of child care policy. This paper argues that it is the time that the private child-care centers should be subsidized and deregulated so as to be properly and stably managed, which can motivate the private entities running them. As a consequence, it can lead to the enhancement of the child care quality.
